Vision Statement Accountable government is responsible government. It is obliged to identify and address the needs of its citizens and the state. It is vested with collecting and disbursing revenues for the common good. It is compelled to ensure equitable opportunity, education, and access to health care for all citizens. Vision Statement Citizens will be responsible for the government they create, and accountable to future generations for their public legacy. Citizens uphold and promote a strong sense of responsibility to community, they are informed and actively participate in the governing process. They require access to lifelong learning opportunities, and access to public information through technological resources. Accountable government responds to its citizens. It will incorporate change in order to accommodate the perceived and expressed needs of the citizens and State of North Carolina. Goal #1 A fair and equitable system of revenue creation that operates at both the state and local levels of government and results in the provision of government services sufficient to meet the needs of citizens. Ways to Measure Underfunded mandates for local governments Cost and estimated ability to fully fund county mandates Percentage of local government budgets required to meet identified program funding mandates Percentage of citizens supporting revenue generating system Percentage of citizens believing the services provided by government are sufficient.

Goal #2 The State of North Carolina will ensure equal opportunities for citizens’ economic, educational, and health care needs. Ways to Measure The percentage of North Carolinians living at poverty level The percentage of children living in poverty Hourly salary requirements constituting a “living wage” and the percentage of employees attaining the level Percentage of welfare recipients reapplying for Work First benefits Level of state and local funding and local supplements for all public schools. Percentage allocation of appropriations to each campus in the UNC System Percentage of high school graduates by racial composition and region of the state The percentage of North Carolinians with health care coverage The percentage of children in North Carolina with health care coverage The rate of infant mortality among families identified at poverty level

Goal #3 Citizens will be knowledgeable about the role of government, and be active participants in the local and global community. Ways to Measure Percentage of eligible and registered voters Percentage of citizens who vote Percentage of volunteers Percentage of citizens called who serve on juries

Goal #4 Public school students will have a working understanding of US government. Ways to Measure Test scores of high school students for required courses: Economic, Legal & Political Systems, US History, and World Studies elective

Goal #5 Public school students will have a working knowledge of international relations and the global community. Ways to Measure Number of courses offered and percentage of students completing international curriculum courses in public schools Percentage of teachers trained in international curriculum and number of courses taught in public schools Percentage of students completing two years of foreign language study

Goal #6 Elected and appointed officials will participate in ongoing training for effective and responsive leadership. Ways to Measure Number of elected officials completing skills and leadership training seminars
