Executive Order 13-04 2 DHS (VR and ODDS) and ODE shall work: “…to further improve Oregon’s systems of designing and delivering employment services to those with intellectual and developmental disabilities …” Work “toward fulfillment of Oregon’s Employment First Policy,” including – Reduced state support of sheltered work over time – Increased investment in employment services (April 16, 2013)

EO Target Population School age children and transition age youth with IDD who are found eligible for Developmental Disability and/or Vocational Rehabilitation services School age children and transition age youth in public schools eligible for Special Education and related services Working age individuals with Intellectual and other Developmental Disabilities (IDD) in sheltered workshops

In Partnership, ODE will: 5 Appoint staff to focus on system-change in schools and communities.

Establish Statewide Transition Technical Assistance Network to assist transition services in schools

Support legislative or rule changes to prohibit local education agencies from contracting for assessments in sheltered workshops. ODE’s rules adopted in December 2013 State that publicly-funded education services will not take place in sheltered workshops. In Partnership, VR will: No longer purchase or fund vocational assessments for individuals with ID/DD that occur in sheltered workshops after July 1st, 2014. No longer purchase or fund sheltered workshop placements after July 1st, 2015.

IDEA 2004 Requires a SUMMARY OF PERFORMANCE: “a local educational agency shall provide the child with a summary of the child's academic achievement and functional performance, which shall include recommendations on how to assist the child in meeting the child's postsecondary goals.” (§300.305(e)(3)).

The Workforce Innovation and Opportunity Act WIA will be reauthorized as WIOA Changes to State Vocational Rehabilitation Services: o Sets high expectations for individuals with disabilities with respect to employment. o Provides youth with disabilities the services and supports necessary to be successful in competitive, integrated employment.
