3 Context Current government programs to support innovation focus on: Budget 2010: The Canadian Innovation Commercialization Program (CICP) was created to help Canadian enterprises, particularly small and medium enterprises (SMEs), bridge the “Pre-commercialization Gap” Government recognizes SMEs are the engine of the Canadian economy Enterprises often experience difficulties moving innovations from laboratories to the marketplace These challenges are particularly critical to SMEs Acquisitions: Development and Early Demonstration Grants, Contributions, Loans

4 Objectives CICP Will Support Innovation in Canada By Supporting Canadian Businesses Providing real-world evaluations of pre- commercial goods and services Assisting in bridging the “Pre-commercialization Gap” Improving the efficiency and effectiveness of government operations

5 Approach These innovations will focus on four priority areas: Over a two-year period, the government will procure pre-commercial innovations to be tested by federal departments

6 Call For Proposal Methodology Contracts are awarded to successful proponents based on highest rated proposals within budget, overall or per priority target area. Call for Proposal is an innovative competitive acquisition process, used to solicit proposals to meet specific R&D Program Objectives Competitive process currently used to deliver many major R&D acquisitions programs including defence, public safety and security, health and agriculture Solicits project proposals based on specific problem or research area and priorities. Proposed solutions and technology domains can vary widely Allows to meet R&D government requirements in a very strategic way, promoting excellence, stimulating innovation and offering flexibility

7 Process Once match department is found Test Plan is carried out and feedback is provided PWGSC will work with successful suppliers to identify test department PWGSC will send notification letters to suppliers outlining results Top scoring innovations are reviewed by the ISC Start Proposals are submitted through the online submission service as outlined in the CFP Call for Proposal NRC-IRAP Evaluates Proposals Innovation Selection Committee (ISC) Final Ranking of Proposals Matching to Government Departments Product/ Service Testing Contract Negotiation and Award

Program not meant to address regulatory (health and safety) testing Challenge in fully appreciating the selected innovation and transforming project proposals into clear/concise requirements. There is a “Leave Behind” capability for test departments. CICP Procurement Issues Challenges with the innovation "space": clarity of what it means; "not readily available in the marketplace", "no sales" This was a first government procurement experience for many suppliers, requiring more support Integrating the proposal submission tool and evaluation tools 8

Experience From the First Call 9 Over 350 Questions and Answers 375 proposals received Evaluation Process was challenging: 240 geographically dispersed NRC evaluators Applying the criteria consistently throughout and validating results was paramount Evaluation process will be streamlined under the next Call for proposal Identifying Test Department and developing a Statement of Work is time-consuming 9
