APEC Hanmer Springs 9 Nov 2004 Sustainable Energy Regulation Network (SERN) Scoping study in 2003 established strong support for SERN For those involved in energy market and monopoly regulation -regulators, government departments and other stakeholders Global and regional level

APEC Hanmer Springs 9 Nov 2004 SERN Aims To secure greater understanding of the benefits of energy efficiency,renewable energy and distributed generation (sustainable energy) amongst energy regulators and government departments To secure regulatory mechanisms that incentivise sustainable energy

APEC Hanmer Springs 9 Nov 2004 Finance and Funding Regional meetings identified finance as one key issue Clear demand: Projects that can provide orthodox returns – 20% plus – are attracting investors but still slow Projects that offer below 10% return – limited donor support – very little other support Need to encourage public AND private sector participation
