7 Citizen – legal resident of a country Alien – non-citizen Immigrant – a person who moves from one country to another, seeking citizenship in the new country

9 Citizens vs. Noncitizens? Noncitizens cannot serve on juries, vote, or hold public office. They must carry an identification card, green card.
