12 Neutral Observer Policy The Association expects to implement an election observer program to support the conduct of district (single, sub- and multiple) elections effective July 1, 2016. The policy covers the following specific areas: Selection of Observer Qualifications Requests Fees Responsibilities Reporting

13 Neutral Observer Policy Selection of observers Appointed by the Constitution and By-Laws Committee Subject to Annual Review

14 Neutral Observer Policy Qualifications Prior Experience serving as a member of the International Board of Directors Familiarity with local custom

15 Neutral Observer Policy Request for Observer At request of C&BL Committee At request of a candidate at least 15 days prior to the convention. At request of a District Governor at least 15 days prior to district convention

16 Neutral Observer Policy Fees US$1000.00 or its equivalent assessed to the district May be reduced by C&BL Committee May be refunded less $250 if no observer is appointed Housing and meals paid by the district

17 Neutral Observer Policy Responsibilities & Reporting Gather accurate information Report observed conduct Provide impartial and professional analysis Issue recommendations Report findings to Legal Division
