3 Project Summary Approximately a 760-mile transmission pipeline Originates in Opal, Wyo., and ends at Conway, Kan. Traverses 23 counties in 3 states 90 percent of route follows existing utility corridors Transports natural gas liquids (NGLs) Approximate $433 million capital investment 14- and 16-inch diameter pipe (varies) Buried minimum of 3 feet below ground Startup pipe capacity range: 110,000-150,000 barrels per day

9 Key Accomplishments as of Dec. 31, 2007 –Major River Crossings Completed Blacks Fork - 2 Crossings Green River Medicine Bow North Platte –Other Major Crossings I-80 I-25 Cheyenne Hub & Hwy 85 –Completed Data Recovery at WY Arch sites and received NTP for those sites –Completed 66 of 124 miles of BGWR area –Construction production on a good week is in excess of 35 miles
