5. CCHE FY 2016-17 State Funded Capital Prioritization Process FML and Anschutz COPS were moved to the Operating Line in 2015-16 Long Bill. Continuation projects will be at the top of the list. CCHE defines a continuation project as: Appropriated in a previous year’s Long Bill with Capital Construction or General Funds and the institution received funding for that project; or Appropriated in a previous year’s Long Bill with Capital Construction or General Funds and the institution did not receive funds because the project was de-appropriated due to state budget cuts. Included as the out-year funding from a prior request. The out-year funding must have been included in a prior CC-C request that was funded for the initial year. Previously unfunded projects will be prioritized using CCHE criteria and placed on the list in order.
