2 International Trade Data System ► The International Trade Data System (ITDS) is a United States Government initiative to create a single window for the collection, use, and dissemination of international trade data. ► ITDS will create interfaces with Federal agencies, 44 so far. ► Customs and Border Protection is the lead agency for ITDS development.

5 ITDS Data Elements ► Approximately 380 Data Elements ► Types of Data Elements Include:  Agent  Bill of Lading  Bond  CITES (Endangered Species)  Commercial Driver’s License  Commodity  Crew  Foreign Trade Zone  Government Agency  License, Permit, Certificate or Other Required Document  Packaging  Passengers  Port  Shipper  Transport Equipment  Travel Document  Vessel

6 International Freight Data System ► The Department of Transportation (DOT) is creating the International Freight Data System (IFDS) to interface with the ITDS. ► One stop shop for international trade data for all DOT modal administrations.

7 International Freight Data System ► The Research and Special Programs Administration’s (RITA) Bureau of Transportation Statistics (BTS) is the lead agency for the development of the IFDS. ► System of Record Notice published in the Federal Register on April 14, 2008. ► Privacy Impact Assessment document nearly final. ► Memorandum of Understanding to be signed by 2009.

8 Release of IFDS Data ► RITA/BTS expects to release through IFDS similar data to what are available in the TransBorder Freight Data:  Monthly and Annual Data  By Country  By Port District  By Commodity (Harmonized Tariff System two-digit level)  By Mode ► Exact data elements to be released have not been determined ► Available for trade with all countries

9 IFDS Data Example

10 NHTSA ► The National Highway Traffic Safety Administration (NHTSA) has responsibility for assuring that vehicles and vehicle parts imported into the United States meet Federal Motor Vehicle Safety Standards. ► NHTSA will receive information daily on motor vehicle shipments. ► Shipments flagged by NHTSA can be checked for violations.

11 FMCSA ► The Federal Motor Carrier Safety Administration (FMCSA) will use a program called Query Central to link to ITDS. ► Through Query Central, FMCSA will be able to better analyze foreign trade data, and detect possible violations of their regulations.

13 Other Modal Administrations ► Will pull data from IFDS. ► Summary data will be used to produce various statistical and other publications. ► More detailed data will be used for internal purposes.

14 ITDS Timeline ► Rail and Sea Manifest Data – October 2008 ► Air Manifest Data – Spring 2009 ► Full Cargo Release – Fall 2009 ► Export Data – To be determined
