5 III. the Progress of Phase I of NFMS for Cambodia Since we are generally in Phase I stage, our progress in Phase I is reviewed. Actions to be takenPresent situation Define the national REDD+ strategy National REDD+ Strategy is now being drafted. Target of completion is considered to be August 2015. Define the pillars of work of the NFMSDefinition of the satellite land monitoring system, the national forest inventory (NFI),and the national GHG inventory for Cambodia is now being made. Design NFMS and begin institutional and technical capacity building on relevant elements, including the national forest inventory and GHG inventory, to allow the measurable, reportable and verifiable emissions and removals estimates due to REDD+ activities Design of NFMS is now being discussed intensively. Design of NFI, satellite monitoring system and GHG inventory has been discussed extensively and has started to finalize. MGD Session Sydney, Australia March 4 th – 6 th 2015

6 Need to determine: Overall design of NFMS and strategy for NFMS development Subjects and/or activities to be monitored by who and how Methodology to use the monitoring results 1. Design of NFMS Actions to be taken MGD Session Sydney, Australia March 4 th – 6 th 2015

7 May need to review two things based on the findings of actual mapping: Land use/cover classes Details of mapping (Maps will be completed by the end of May 2015) 2. SLMS (Satellite Land Monitoring System) MGD Session Sydney, Australia March 4 th – 6 th 2015

3. NFI (National Forest Inventory) 8 Need to make: NFI implementation plan (feasibility study) Need to determine: NFI design (based on the feasibility study) Relation between NFI and satellite based forest monitoring system. Complementing each other? MGD Session Sydney, Australia March 4 th – 6 th 2015
9
4. GHG Reporting 9 Need to determine: Availability of activity data –for data not available now, default values of IPCC guideline need to be used. Software to be used (or, select manual calculation method) Default values to be used. MGD Session Sydney, Australia March 4 th – 6 th 2015

10 What are the guides used for planning and designing the National Forest Monitoring System (NFMS) “National Forest Monitoring Systems: Monitoring and Measurement, Reporting and Verification (M & MRV) in the context of REDD+ Activities”, 2013, UN-REDD Programme. This UN-REDD document outlines methodological proposals of the UN-REDD Programme to implement NFMS. While it is still a proposal and each country can design its own NFMS, basic requirements are the same. It the guideline, more detail on technical aspect and statistical approach MGD Session Sydney, Australia March 4 th – 6 th 2015

11 Limited Human resources MRV/REL Technical Team don’t have good understanding on development of NFMS Lack of Knowledge for Awareness (documents, methodology, consultancy etc.) Limitation of Cooperation between intergovernmental agencies How to integrate all source of document to support NFMS and provide the robust system Time of submission of REDD+ national strategy and REL Challenges for Development of National Forest Monitoring System MGD Session Sydney, Australia March 4 th – 6 th 2015
