9. Criteria for Successful Democracy Active Citizen Participation- Democracy is “people rule” and people must be willing to participate. Favorable Economy- Countries with stable economies seem better able to support democracy.

Criteria Widespread Education-(Will return to) Strong Civil Society- a complex network of voluntary associations, economic groups, religious organizations, and other groups that are independent of government. Social Consensus- people accept democratic values such as individual liberty and equality for all. (Also- when most people in a society accept democratic values and agree about the purpose and limits of government.)
