U.S. Department of Agriculture eGovernment Program 5 eLearning Update AgLearn Phase I launched on March 23, 2004 Second AgLearn Administrator training conducted in College Station, TX. 30 total administrator users trained in both sessions. Agencies and 508 individuals participated in User Acceptance Testing (UAT) Early Adopters (Phase 1) - 7,000 users across 12 agencies: 1. ARS 5. NASS 9. RD 2. APHIS 6. NRCS 10. FS 3. FNS 7. OCE 11. RMA 4. FSA 8. OCIO 12. FSIS

U.S. Department of Agriculture eGovernment Program 6 AgLearn User Features Search available training courses by title, subject area, or agency catalog Register for courses – online, instructor-led, virtual, and other Launch and track courses – record scores Access reference materials and training Manage certification requirements Build skills according to competencies Fulfill mandatory training requirements The new learning management service provides USDA employees and others with the ability to:

U.S. Department of Agriculture eGovernment Program 7 Training Staff Features Centrally manage and track learning for entire assigned organization, group, or individual Leverage training across and within USDA agencies Access reports containing agency training activity Deliver online training materials, surveys, and exams Schedule and manage instructor-led classes, online training, and virtual meetings Manage facilities, assets, and courses Create certification and specialized training programs such as new employee orientation, COTR training, and others USDA Training Staff will use AgLearn to:

U.S. Department of Agriculture eGovernment Program 8 Future Phases Phased rollout to all USDA employees and agencies Turning off existing, agency-owned training systems Integration with eAuthentication solution Competency and Skills Assessment Financial and Procurement System Integration Multi-level supervisor approval process for training requests SF-182 Training Approval Process Link with USDA Graduate School Catalogue Additional phases are planned for the remainder of FY04 to bring AgLearn access to remaining USDA agency employees. U.S. Department of Agriculture eGovernment Program 12 Portal – Benefit Brief External Benefits Single, customizable point of access to all USDA information and services (e.g., myusda.gov). Prominent outlet for announcing changes and enhancements to programs and services for an increasing and diverse customer base. Consistent user experience minimizes user’s learning curve for business applications. Internal Benefits Employee access to customized Web pages that consolidate the information and links to services they want. Reduced IT investment costs (e.g., hardware, software). More IT staff time to support business objectives. The Portal software provides the ability to deliver a personalized user experience and simplifies development of online business applications.

U.S. Department of Agriculture eGovernment Program 13 Portal – Preparation Considerations for Your Agency 1.Define your business goals and vision for utilizing the portal. 2.Review near and long-term Agency infrastructure costs to define migration priorities. 3.Identify applications for migration to the portal. 4.Research and identify content and services to be aggregated and delivered through the portal. 5.Develop “use cases” or scenarios that illustrate how users would utilize the portal.
