Background Public comment from December 2, 2014 Homebuilders’ draft resolution to allow Temporary CO (TCO) for a model home in limited circumstances BCC Discussion on January 26, 2015 to explain permitting and issues related to model homes BCC direction

Model Home Permitting Requirements – Prohibits vertical construction prior to approval of plat – Prohibits erection of building unless access via public street – 1995 resolution to allow model homes to be ready concurrent with final plat / completed infrastructure – Limited to 20%, but no more than 5 Background

Background Model Homes Certificate of Occupancy Requirements – No CO (temporary or permanent) prior to plat – No CO (temporary or permanent) prior to Certificate of Completion – Developer acknowledgement via affidavit

Background Permitting issues – No address for emergency response – May be no stabilized infrastructure – Inspector access – May be inadequate water supply Clear code requirements – Florida Building Code – Florida Fire Prevention Code – Utilities (water, wastewater, power)

Model Home Permits Recommended Building Permit Conditions – Preliminary Plat – Curb and stabilized road base from public ROW to lot – Substantial completion of drainage infrastructure – Accessible, functional fire hydrant within 500’ – Acknowledgement of risk affidavit, Hold Harmless agreement – Limited number of homes – Location of homes in subdivision

Model Home TCOs Recommended Temporary CO Conditions – Requires final plat – Completion to lot of asphalt, drainage infrastructure, traffic control devices and street signs for emergency response – All building inspections complete – FDEP potable water clearance and wastewater clearance – Permanent public restroom and permanent power Update on current practice – Issued TCOs for model homes approx. 10 communities (3-5 models each) – Requests for amenities such as clubhouses
