Skyline Heights Introductions
Jason Moquin, Senior Planner, City of Corona Role: City Project Manager/Point of Contact David A. Crook, AICP, Principal Planner, PCR Services Corporation Role: City’s Environmental Impact Report (EIR) Consultant Jason will welcome community. Introduce both speakers and explain each role in project. Also point out that project applicant and engineer are also present in case specific questions come up that City/Dudek can’t answer.

Skyline Heights Overview of Scoping Meeting/Process
Overview of the Project CEQA (California Environmental Quality Act). Timeline We are here to LISTEN! Jason will explain that meeting purpose is two-fold – provide info about project to interested public and provide an opportunity for the City to hear public’s concerns, questions and requests for topics to be studied in the EIR. Feel free to interrupt to ask questions, provide comments. We’ll keep informal. Remind folks to sign in (if they haven’t already) and wish to be contacted about future project milestones.

Jason will go over the project area and orient audience – possibly point out school or other landmarks community members will recognize in case they are not “aerially oriented.”

Skyline Heights Proposed Project
Jason will go over project site plan, # of units proposed, major features of project such as roadways, tennis courts, graded slopes, anticipated construction timeline, etc. Also will mention types of permits/approvals that would be necessary from the City and rough timeline for the remainder of the planning process.

Notice of Preparation (30-day comment period): February 4, 2013 – March 5, 2014 (extended to March 10th) Public Scoping Meeting: March 4, 2014 Draft EIR Public Review (45 day comment period): early July 2014 – mid/late August 2014 Preparation of Final EIR: late August 2014 Planning Commission Meeting: September 2014 City Council Meeting: October 2014 Sarah will explain state law that City implements and gives public, (both direct members such as present in meeting and City Council as public representatives), opportunity to fully understand potential environmental impacts of project. Go through timeline.

Aesthetics – visual simulations Agricultural & Forestry Resources Air Quality – traffic, global climate change Biological Resources – direct and indirect impacts Cultural and Paleontological Resources – direct and indirect impacts Geology and Soils Greehouse Gas Emissions Hazards and Hazardous Materials Sarah will go through each topic, very high level, field questions. Hydrology/Water Quality Land Use Noise – construction, post-construction Population and Housing Public Services Traffic, Circulation Utilities Cumulative Impacts and Alternative Sarah will go through each topic, very high level, field questions. Will describe which intersections are being studied. Will include a picture of Santa Ana Mtns., city street/car. Will explain the concept of cumulative impacts and the type of alternatives that will be studied.
