4 The European NPM Project has 4 building blocks Thematic workshops On-site NPM visits & Exchanges of Experiences Annual contact persons and heads of NPM meetings Monthly NPM information sharing newsletter Where appropriate, to identify uniform standards in tackling the themes raised in the workshop Provide a forum for NPMs to discuss and exchange best practices on specific cross-NPM themes of relevance and discuss perspectives Engage with domestic and international experts to inform NPM discussions NPMs to host and engage in 4-day experience exchange sessions with international (SPT and APT) and regional (CPT) experts Proceed to a common analysis of the strengths and weaknesses of the NPM Assist in preparing on-site preventive visits to various places of deprivation of liberty Carry out visits together to places of deprivation of liberty Conduct end of visit debriefs on monitoring standards and areas of future cooperation Sum up of the year past, and agenda setting for the year ahead Refine and agree on key themes for thematic workshops of the year ahead Provide a forum for NPM networking and best practice exchange Keep NPMs abreast of relevant developments across the CoE region 1 2 3 4

5 European NPM Project will run for two years Thematic workshops On-site NPM visits & Exchanges of Experiences Annual contact persons and heads of NPM meetings Monthly NPM information sharing newsletter 3 workshops a year, each lasting 2 days: all participants will be fully funded 2010 workshops: 23-25 March 2010 in Padua; June 2010 [tbd]; October 2010 [tbd] Workshops to be held in Padua or Budapest, or hosted by a volunteering NPM (but funded by the project). NPMs interested in hosting these should contact project manager 6-8 a year, subject to NPM requests, each lasting 4 days Interested NPMs should contact project manager to kick-off the process. The first NPM Contact Persons’ meeting is happening on 27-28 January in Padua, Italy By December 1 st, NPMs need to nominate a contact person for the project, and send all details to CoE Expected to start in January 2010 1 2 3 4
