1 Green Partnerships Local Partnerships for Greener Cities and Region Stavroula Tournaki, Chemical Engineer MSc, ΕU Projects Manager 2 nd SC – Portalegre, 8 July 2013 WP4: Capacity building and knowledge transfer for public bodies in MED cities and regions Status Overview

2 WP4: Scope >Increase knowledge, awareness and capacity of public authorities in MED cities and regions. >Assist the preparation of the local step-by-step plans. >Enable effective implementation of local energy strategies. >Publish reports and recommendations to sustain the project outcomes.

3 WP4: Planned Activities -1 Activity 4.1 Preparation of local step by step plans for capacity building and pilot activities Approach Form of LAGs to enhance cooperation between stakeholders influencing energy efficiency and use of RES: – Decision makers – Public authorities – Industry, Technology, Consumer Associations etc Experts will support LAGs work LAGs will prepare plans and test measures in local activities

4 WP4: Planned Activities - 2 Activity 4.2 Capacity building and knowledge transfer for public bodies Approach Targeted workshops focused on the needs of employees, taken into account the identified obstacles (Activity 3.1) Support by the transnational expert groups; Materials prepared by Expert Working Groups (EWGs) customised to country’s specifications Materials will aid participants memorise the key principles Assure availability and sustainability of materials

5 WP4: Planned Activities - 3 Activity 4.3 Improvement of the local energy strategies based on the pilot testing of the new approach ˃ improve energy strategies from gained knowledge ˃ Increased competences will enable more effective implementation of these strategies ˃ Assure sustainability of outcomes at local communities

6 WP4: Outputs >Local action groups (LAG) in 11 pilot areas. >Local step-by-step plans for capacity building and implementation of measures. >Organisation of workshops targeted to LAG, public authorities and key stakeholders. >Development of appropriate materials for workshops >Improved existing local energy strategy (or developed if not existing) >Report the implementation of the local energy strategies.

7 WP4 Status 1 Starting activities of Task 4.1 to formulate LAGs at 11 pilot areas TUC Drafted background documentation about the objectives of the LAG members, their motivation, indicative discussion topics and activities throughout the project, list of potential members Provided guidelines for the identification/involvement of appropriate local/regional actors Developed the template for the reporting of the action Proposed the timeplan for the completion of the task Deadline for preliminary info about potential LAG members in all pilot areas: 1 st July 2013

8 WP4 Status 2 Feedback from partners received till now: Slovenia, Italy, France, Bosnia, Spain, Cyprus (part) Pending input from  Albania, Croatia, Montenegro and Portugal

9 WP4 Next Steps 15 July 2013, send pending info to TUC (the x partner countries not yet sent) 30 August 2013, analyse feedback and provide suggestions where required (TUC) 2-27 September 2013, implement the 1 st LAG meeting in all pilot area (all partners) 10 th October 2013, send report for the 1 st LAG meeting, according to template (all partners) 30 October 2013, develop integrated report for 11 LAGs formulation (TUC)
