How globally unique identifiers constructed, assigned, and tracked Metadata: What metadata elements created and collected across the enterprise? At which process steps? By whom? Which metadata elements will be available enterprise-wide to search and browse for content? What metadata elements will be required vs. optional? Standard taxonomy for descriptive keywords? Follow metadata standards (e.g., IPTC keyword taxonomy, NewsML, Dublin Core, DOI)? How will content rights metadata be defined and captured?

Types of relationships among content items (e.g., raw content of, format conversion of, segment of)? Archiving: What state should content be in to be ready to be archived? File formats to be used for archiving? Rules for determining must-archive vs. nice-to- archive? Rules automatable? Access and Permissions: Who can access what types of content, on what systems? Under what conditions (e.g., metadata values)?
