The LR process is an essential part of item management in that it ensures the items are periodically reviewed and assigned to the appropriate manager. Losing Item Manager (LIM) will submit DIC LVA (Title: IMC Data) to FLIS to initiate the LR and advise FLIS of Effective Transfer Date (ETD); FLIS will process and provide the appropriate transaction response for each submitted DIC LVA; Update of FLIS database due to LRs will be made in accordance with DOD 4100.39-M. Identifies which Supply Condition Codes (SCC) are eligible for LR. Asset accountability and the interchange of related information for items recorded in the materiel management and distribution systems of the various DOD Components will be in accordance with MILSTRAP. 6 6 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 6 LR Policy – Before you ever get to the DLMS/MILSTRAP Procedures :  DODM 4140.68, Integrated Materiel Management of Nonconsumable Items, September 2, 2014, Encl 5 – Item Review Procedures for Migration to NIMSC 5 or 6 The objective of item review is to accept or develop a single procurement specification and a single depot repair specification by all users of the item. Item reviews are conducted on an individual NSN basis or on a system or equipment basis. PICAs and SICAs collaborate to review items on a system or equipment basis when the reviews will promote consistent PICA assignments and consistent NIMSC assignments for involved items. Procedures are used to select and review items for migration to NIMSC 5 or 6. The PICA is responsible for item selection and negotiating a review schedule with the SICAs. The PICA provides a copy of negotiated schedules and identifies any scheduling conflicts or problems encountered to DoD Component focal points. The IMMC will resolve or schedule for review those items wherein ICPs are unable to negotiate firm schedules. Items scheduled for inter-Service repair on negotiated DMISAs or currently scheduled for purchase are the first priority for review. Revised Logistics Reassignment Procedures

7 7 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 7 LR Policy – Before you ever get to the DLMS/MILSTRAP Procedures  DODM 4140.68, Integrated Materiel Management of Nonconsumable Items, Sep 2, 2014 Encl 6, Procedures for Migration of a NIMSC Code PICA submits NIMSC change requests to the SICA (data requirement are identified in Table of 2 of DoDM 4140.68) PICA identifies if an item is subject to decapitalization or capitalization action unless otherwise negotiated with a NIMSC change to 5 or 6 from other than NIMSC 5 or 6. PICA establishes the effective date for NIMSC change, which will also be used as the ETD. This date will be the PICA or SICA negotiated date not to exceed 150 days beyond the date the transaction is input to the FLIS TIR. When a change in PICA assignment has been negotiated, the gaining PICA will input cataloging changes. On items being logistically reassigned to a PICA or NIMSC migration, maintain stock level through the pre-ETD period at the stock levels that would have been maintained if the items were not going to be logistically reassigned. During the Effective Transfer Date period, the LIM will transfer wholesale asset accountability to the GIM in accordance with MILSTRAP. Revised Logistics Reassignment Procedures

11 11 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 11 ADC 12, Revised LR Procedures  Necessary to fully comply with intent of DODM 4140.01, DOD Supply Chain Materiel Management Procedures policy which places accountability for stored assets with the storage activity/ distribution depot having custody of the materiel. (AMCL 8A)  Leverages use of standard MILSTRIP/MILSTRAP processing to ensure accountability and control of materiel being logistically reassigned and provide more accurate audit trail. Uses standard MILSTRIP Processing: LR Materiel Release Orders, LR Materiel Release Denials, LR Materiel Release Confirmation Uses standard MILTRAP Processing for LR: LR Receipt processed to gaining item manager (GIM)  Staffed as a Proposed MILSTRIP/MILSTRAP Change Letter (PMCL) in 1996; PMCL qualified as a critical change necessary to correct operational deficiencies, and was therefore exempt from the moratorium in place on changes to the DLSS. PMCL written in DLSS (aka MILS) vice DLMS PMCL stated that once approved, must be implemented with AMCL 8A Revised Logistics Reassignment Procedures

Components were unable to provide target implementation date at that time due to system modernization efforts ongoing; requirement for joint implementation date complicated effort. Subsequent follow-ups with Supply PRC not successful at obtaining date. ADC tabled at Supply PRC Meeting 2002-03. Conclusion: Components unable to establish date in modernized systems. Request premature. Components should assure modernized systems are aware of requirements, and need for joint implementation. April 2015, DLMSO resurrecting ADC 12. 13 13 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 13 Current LR procedure for select transactions – ETD  LIM sends DEE/DEF (LR Transfer/Decapitalization) transaction to GIM, by SCC and storage activity location, to advise GIM of assets being logistically reassigned.  LIM sends storage activity DZC (LR Storage Information) transaction, which serves as a notification to storage activity that wholesale stocks stored are now under GIM ownership – Post-ETD  The GIM converts DEE or DEF transaction from the LIM to D8E or D8F (Inv Adjustment Increase: Logistics Transfer or Capitalization), as appropriate to establish or increase the GIM inventory balances [LIM uses DEE/DEF information transaction as basis to adjust balances ]  Storage activity sends the LIM a DZD (LR Storage Information Reply), within 5 working days advising the LIM of the quantity transferred to the GIM ownership. In the event the storage activity does not receive a DZC for item undergoing LR, the storage activity shall prepare, and transmit to the LIM, a DIC DZD with an A in record position 7, reflecting each balance by SCC. 14 14 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 14 Post-ETD continued (current process - select transactions):  LIM Processing of DZD LR Storage Information Reply When the quantity in the DZD is greater than the quantity reflected in the DZC, the LIM will take action to transfer the additional quantity to the GIM on a new DEE/DEF transaction. When the quantity in the DZD is less than the quantity in the DZC the LIM will:  Within 24 hours initiate action to reverse the previously submitted DIC DEE/DEF transactions for that location.  Conduct research and/or request a special inventory when deemed appropriate.  Determine whether the quantity reported by the LIM's storage activity is correct (based on the best data available after research/inventory). If research shows the quantity reported was not correct, the LIM will process a reversal, or new DIC DEE/DEF transactions which will contain new document numbers with the revised quantity and a new DZC to the storage activity Complete this action within 30 days after the ETD to prevent a time lag between the ETD and corrective action. If extenuating circumstances prevent a LIM from accomplishing this task within 30 calendar days, the LIM should notify the GIM of the problem and the expected date when the problem should be resolved (not to exceed 60 calendar days past the ETD). 15 15 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 15 ADC 12 – Summary of Revisions ETD Period Actions  LIM sends GIM, DEE/DEF (LR Transfer/Decapitalization Notification ) so that the GIM can establish a due-in for the assets being transferred/decapitalized.  LIM sends corresponding MILSTRIP Release Orders for LR transfer (DIC A5W) or LR decapitalization (DIC A5Y), to the distribution depot, in accordance with [new] MILSTRIP procedures.  The LR MRO serves as a notification to the depot of the quantity of wholesale stocks which are now under the ownership and management of the GIM. It also identifies the quantity of the assets which are being retained under LIM ownership.  When the LIM is retaining all of the on hand assets, the LIM will provide the distribution depot a DIC DZC LR storage information transaction citing a zero transfer/ decapitalization quantity and the applicable retention quantity, in lieu of an LR MRO. This is the only circumstance under which the LIM will submit a DIC DZC transaction to the depot.  The distribution depot will not physically count or move assets as a result of an LR Release Order (DIC A5W/A5Y). This is a “Ship in Place”. These procedures support automated processing to effect record balance updates only. Any required physical inventories are accomplished prior to the ETD in accordance with DOD policy. Revised Logistics Reassignment (LR) Procedures

16 16 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 16 ADC 12 ETD Period Actions continued  Upon receipt of the LR Release Order, the distribution depot will: adjust the accountable record to decrease the onhand balance recorded for the LIM and provide LR Materiel Release Confirmation (DIC ARW/ARY) and/or Materiel Release Denial (A6W/A6Y) transactions, as applicable, to the LIM in accordance with MILSTRIP procedures; and increase the onhand balance recorded for the GIM by the quantity transferred/ decapitalized to the GIM by generating and transmit ting a corresponding DIC D6W, Materiel Receipt (LR Transfer), or DIC D6Y, Materiel Receipt (LR Decapitalization) transaction to the GIM; the receipt advises of the quantity of assets recorded under GIM ownership on the accountable record due to LR transfer/decapitalization. DIC D6W/D6Y LR Receipts involve record balance updates only, not physical receipt of materiel, ADC 12 specifies that because receipt involves record balance updates only, not physical receipt, the LIM/GIM will not provide PMRs to the distribution depot for DIC D6W/D6Y LR Receipts.  In the event the distribution depot does not receive a MILSTRIP LR MRO or DIC DZC, and a balance exists on the accountable record under LIM ownership, for item undergoing an LR, the distribution depot will provide the LIM a DZD reflecting each balance by supply condition code. 17 17 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 17 ADC 12 Post-ETD Period Actions  The GIM will process the DEE/DEF notification from the LIM to establish a Due- In from LR (DIC DFW/DFY).  The GIM will use the LR Receipt transaction (DIC D6W/D6Y) from the distribution depot to establish or increase the inventory balance and to delete/reduce the associated due-in from LR.  The LIM and GIM will research and take action to resolve discrepancies between their records in accordance with the inventory control procedures in MILSTRAP chapter 7/DLMS Vol 2, chapter 6. Further: When the LIM receives a MILSTRIP denial transaction (DIC A6W/A6Y) from the distribution depot for an LR MRO indicating that all or part of a transfer/decapitalization quantity was not available, the LIM will submit a DEE/DEF transaction reversal to the GIM citing Reason for Reversal Code A, for the quantity not available for transfer/decapitalization. Reason for Reversal code A = Reversal due to materiel release denial of transfer/decapitalization quantity by the depot for associated LR MRO Revised Logistics Reassignment Procedures

18 18 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 18 ADC 12 Post-ETD Period Actions continued  When the LIM receives a MILSTRIP MRC transaction (DIC ARW/ARY) from the distribution depot, which indicates that more assets were available for retention than was reflected in the LR MRO retention quantity, the LIM will determine if the additional assets are to be logistically reassigned and/or retained. For assets the LIM determines should be logistically reassigned, the LIM will take action as appropriate in accordance with the procedures in [ETD Period Actions].  When the LIM receives a DZD from the distribution depot, the LIM will determine if the assets are to be logistically reassigned and/or retained. For assets the LIM determines should be logistically reassigned, the LIM will take action as appropriate in accordance with the procedures in [ETD Period Actions]. 19 19 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 19 ADC 12, Revised LR Procedures – New MILSTRIP LR section LOGISTICS REASSIGNMENT 1. When the Losing Inventory Manager (LIM) processes a Logistics Reassignment (LR) transaction (DEE or DEF), under MILSTRAP, it will also process a corresponding MRO transaction to the distribution depot. DIC A5W (LR Transfer) or A5Y (LR Decapitalization Order) will be provided to the distribution depot by the LIM to serve as notification that ownership of on hand assets has changed from the Gaining Inventory Manager (GIM), and identify the quantity of assets being retained by the LIM. These transactions will not result in movement of materiel, but will result in materiel being receipted in place. These procedures support automated processing to effect record balance updates only. 2. When the distribution depot receives an A5W or A5Y, it will respond with an ARW (LR Transfer Confirmation) or ARY (LR Decapitalization Confirmation), and generate the appropriate D6W or D6Y Receipt transaction to the GIM under MILSTRAP. When the LIM does not receive an ARW or ARY from the distribution depot, it will follow up with an AFW or AFV (Logistics Reassignment Followup) in the appendix C11A format. 3. The confirmation will not only confirm transfer or decapitalization, it will also provide the LIM with the actual quantities that were transferred and/or retained. When the quantity transferred or decapitalized is different than the requested quantity in the A5_, the code(s) to indicate the reason for the difference in quantity will be entered in record positions 60 and 61 of the ARW or ARY. The quantity transferred will not exceed the transfer quantity in the A5W or A5Y. 4. When the distribution depot is unable to transfer or decapitalize the total quantity requested by the A5W or A5Y, it will process an ARW or ARY for the quantity available and process a materiel release denial (A6W or A6Y) for the remaining quantity, with appropriate management code. 26 26 WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP 26 NONCONSUMABLE ITEM MATERIEL SUPPORT CODES (NIMSC) – NIMSCs identify the degree of support received by an individual Secondary Inventory Control Activity (SICA) or identify the service(s) performing depot maintenance (DM) for a lead service (Primary Inventory Control Activity (PICA)). – NIMSC 5 identifies SICA managed non-consumable components assigned to another service PICA which is responsible for the logistics functions of single submitter cataloger, acquisition and disposal authority, depot maintenance, and performs the wholesale stock, and issue functions and establishes, budgets, and funds the wholesale stock level requirement. – NIMSC 6 identifies items wherein SICA customers have been authorized to submit requisitions directly to the PICA. These items are usually managed as consumable items by the SICA service. – NIMSC 8 identifies SICA managed non-consumable components, which have been reviewed for migration to Phase II, but will be retained under Phase I management.
