SFOBB East Span Seismic Safety Project 9:00 Welcome 9:05 Opening Remarks 9:15 Where we are now 9:30 Business Enterprise Outreach 9:45-10:30 Technical Issues/Changes since May 13, 2002 1030-1045 Break 10:45-1:00 Open discussion with contractors regarding above mentioned issues
5
SFOBB East Span Seismic Safety Project Who are we? SFOBB Project Manager Heavy Civil Construction Contractors Fabricators, Suppliers
6
SFOBB East Span Seismic Safety Project Why are we here? meeting is mechanism to inform the contracting community of the upcoming SAS Superstructure and In Bay foundation contracts. meeting is a way to create a dialogue with contractors, especially on issues of concern. for example we heard at May 13, 2002 workshop, mobilization payment for an "over the water" job does allow an acceptable cash flow for primes. We effected a change to the Public Contract Code for jobs of $25 million over water
7
SFOBB East Span Seismic Safety Project Tools PowerPoint Meeting notes Handouts
8
SFOBB East Span Seismic Safety Project Ground Rules no decisions to be made discussion only to take place speakers keep to their time dialogue to follow decorum in order to create an atmosphere of respect

SFOBB East Span Seismic Safety Project Mobilization Payments Caltrans recognizes significant front end mobilization cost for complex marine projects Amend Section10264 of Public Contract Code, Add Section 284 to the Streets and Highway Code, relating to public works Chaptered September 27, 2002 over water and over $25 million
28
SFOBB East Span Seismic Safety Project Mobilization Payments specification prepared and to be inserted into 04-0120F4 and 04-0120E4 Public Contract Code language in handout
29
SFOBB East Span Seismic Safety Project Bonding Caltrans recognizes that for very large projects the current bonding market has constraints Proposed legislation to reduce payment bond from 100% to 50%, possible bonding cap pursuing every opportunity
30
SFOBB East Span Seismic Safety Project Wire waiver from buy America
31
SFOBB East Span Seismic Safety Project Welding/Tolerance ongoing
32
SFOBB East Span Seismic Safety Project Steel Fabricator Certification Caltrans recognizes importance of early approval currently developing specification language for partial payment for early approvals of Fabricator Shop Audits see handout, very very draft
33
SFOBB East Span Seismic Safety Project Buy America main cable wire supplier can this project be fabricated domestically allow “alternative bid” process for Buy America, foreign source total bid (foreign steel) bid lower by 25% domestic total bid (domestic steel) bid temporary works
34
SFOBB East Span Seismic Safety Project Buy America Waivers PPWS Strand (includes production of wire rod) Tower Saddle (single cast upper portion of 175 tons) S-Wire cable wrapping Macalloy bars - 75 mm dia high strength A722 bars ( w2, bent and hinge)
35
SFOBB East Span Seismic Safety Project Jones Act 46 U.S.C. App Section 883 see handout issue - foreign crane, domestic barge coastwise trade violation holding - not - provided barge meets issue - foreign crane, foreign barge coastwise trade violation holding - is a use

SFOBB East Span Seismic Safety Project Tower Erection èTwo bolted splices added to tower êfrom survey of US cranes èRegions of allowable welded field splices identified on the plans
39
SFOBB East Span Seismic Safety Project SAS Box Superstructure field splices we want to minimize field splices low bidder discretion allowed
40
SFOBB East Span Seismic Safety Project Schedule Cert. Shop drawing review/approval begin fabrication cable erection
41
SFOBB East Span Seismic Safety Project Shop drawing review considering milestone payment for shop drawing approval exploring ways to expedite Caltrans processes CT engineer in contractor’s engr. Office to work together
42
SFOBB East Span Seismic Safety Project Shop drawing review staged processing at Caltrans streamlining Caltrans decision-making process re shop drawing technical decisions Campus approach of CT office next to contractor’s office encourage partnership between Caltrans and Contractor Early meeting
43
SFOBB East Span Seismic Safety Project Sole Source Items Macalloy bars - 75 mm dia high strength A722 bars Swivel joint seal assembly Epoxy Asphalt Concrete (deck surface riding on steel box) Tower Saddle (single cast upper portion of 175 tons) S-Wire cable wrapping Suspension cable paint system (noxide paint)
44
SFOBB East Span Seismic Safety Project Payments for materials on site distribution of cash flow over life of project if in United States see handout
45
SFOBB East Span Seismic Safety Project What if seismic event during construction? reduce risk to contractor in case of earthquake, new limit is 5% contract amount, cap at $20 million
46
SFOBB East Span Seismic Safety Project Bidders not liable for terrorism terrorism bidder inquiry see handout
47
SFOBB East Span Seismic Safety Project Under Development modified the TRO spec to provide for a max of 15% ( bid amount divide by number of working days bid) for progress payment purposes in lieu of standard 20%, see handout Caltrans will work with contractor on electronic submittal stipend to do engineering during bid
48
SFOBB East Span Seismic Safety Project Mass Concrete thermal control plan adds flexibility ACI methods were created for very very large elements
49
SFOBB East Span Seismic Safety Project South - South Detour Mixed message for industry –Some want in on design of detour –Others will not perform design
50
SFOBB East Span Seismic Safety Project Oakland Touchdown well over 100 million discretize to ? west bound and east bound contracts west bound east bound frame (in water) *******
51
SFOBB East Span Seismic Safety Project
52
Other Issues s-wrap desired because of maintenance appeal locks out moisture it’s a better surface for painting PPWS goes up faster, less air, less water, less splices Caltrans is anxious to hear any aerial spun cable option - Contractors must show reasonable support on anchorage strand jacks, space issue
53
SFOBB East Span Seismic Safety Project space is an issue
54
SFOBB East Span Seismic Safety Project Open Discussion with Contractors 10:45am – 1:00pm your chance to express concerns over what you’ve learned today your chance to let us know what your questions are
55
SFOBB East Span Seismic Safety Project What do contractors think schedule Interface with adjacent projects Construction oversight from a distance weather days submittal fabrication overlap Environmental protections shop certification
56
SFOBB East Span Seismic Safety Project What do contractors think Business Enterprise Is bonding a no bid item? Shop drawing review Number of bidders
57
SFOBB East Span Seismic Safety Project Are there any Constructability issues? Erection sequence Tolerance welding Buildability
