3 3 Background The Department of Home Affairs is the custodian of information pertaining to the identity of all persons Citizens Temporary visitors Permanent residents Asylum seekers Refugees, etc. The DHA issues various enabling documents Certificates (births, marriages & deaths) Travel documents (passports, visas, etc.) Permits (travel, work, etc.) Identification documents

4 4 Main processes of the DHA have to do with collection of information (applications) and dissemination of information (issuing of documents) through A national network of offices and branches Foreign missions Mobile units Other agencies where applicable (e.g. SAPO) The mandate of DHA is (among other things) to maintain the integrity of the state and to facilitate citizen access to their rights as enshrined in the constitution through Issuing of relevant enabling documents to deserving persons Movement control of persons coming into or leaving the Republic Safeguarding the democracy through maintenance of a national population register and a voters roll Background, (cont.)

5 5 Background - Applications Environment DHA has over 36 applications. 10 of these are considered major or critical National Population Register (NPR) Passport System Home Affairs National Identification System Electronic Document Management System Movement Control System Visa System Refugee System Basic Accounting System (BAS) Personnel and Salary System (PERSAL) The Logistics Management System (LOGIS) Networks LAN Environment is Outsourced to third parties DHA used SITA’s shared WAN An application is a program or group of programs designed to deliver business functionality to end users

6 6 SITUATION ANALYSIS Current DG still getting to grips with the challenges of the department. Current GITO looking into Information and Communication Technology Challenges. Adoption of Portfolio Management for initiatives grouping + prioritization Sporting Events planned for 2010 and 2009 places challenges on the department. Rebuilding confidence in the Integrity of Documents coming out of the department.

7 7 SITA-DHA Relationship 2004/2005 –To Present Home Affairs Portfolio Committee Intervention brought closer Cordial Relationship Built. Situation is better with current DG. SITA has standing invitation to Departmental ICT Strategic Planning Collaboration in Execution of Key Projects

12 CONCLUSION DG comes in highly regarded and respected Current GITO is well respected in ICT industry There is a need for adoption of Portfolio Management discipline that will Review and Prioritisation of Projects such as:- Electronic Document Management System Electronic Identification System Modernisation of Legacy Applications Who am I on Line Query and Feedback systems (Track ‘n Trace) Virtual Private Network Service Management Centre Consolidation of Hosted Environment SITA is ready/willing to support DHA turnaround. Engagement at the correct levels are happening.
