LMTF 2.0 – Five Key Results 1.Technical: Seven indicators for global tracking developed, with cross-cutting focus on equity 2.Institutional: Support at least 10 countries in adapting LMTF recommendations to improve assessment systems and use of assessment data to improve learning 3.Political: Recommendations inform the post-2015 education and development agendas 4.Assessment as a Public Good: Develop a strategy for advancing an agenda in which learning data is supported as a global public good 5.Knowledge Sharing: Actors and experts in learning assessment share knowledge and coordinate efforts virtually and in person.

Assessment as a Public Good International Platform for Assessing Learning : the GPE Secretariat has worked closely with LMTF partners on the development of a concept paper for an International Platform for Assessing Learning (IPAL) presented at the meeting in Brussels this June. Based on the feedback of this meeting, further work has been done to have a more detailed document as a basis for discussion. Thus a draft concept note will be circulated soon to several partners for initial discussion, and then to the LMTF advisory group. It is expected that IPAL will support the building of national and regional capacity for assessing learning particularly in developing countries, financially and technically.

Technical Update Areas of Measurement Lead OrganizationsIndicator Update Reading World Bank, UIS The World Bank and the UIS convened a meeting of reading and assessment experts to identify possible indicators for monitoring reading in early grades and at the end of primary education (QI) Since then a strategy for establishing global metric for reading and numeracy is currently being developed with ACER – a new advisory board and project meeting is being planned. Numeracy KICE, GIZ, UIS KICE, BMZ/GIZ and the UIS coordinated a virtual Working Group on Numeracy Indicators and identified and documented potential indicators related to numeracy in early grades and at the end of primary education The recommendations report is available online and was discussed at the “Working towards a post-2015 agenda – Measurement of learning in numeracy and beyond” Webinar organized by BMZ, Save the Children and the Global Partnership for Education. Learning for All / Age and Education Matter for Learning World Bank, UIS The Technical Advisory Group (TAG) on post-2015 education indicators released a guidance note for indicators linked to the OWG education targets. The TAG is meeting on 3 October to discuss next technical outputs, communication and consultation with stakeholders. Preliminary data from the UIS Catalogue for Learning Assessments is being used to explore options for developing learning-related indicators. Learning Champion Framework Overall Purpose The Learning Champions will lead an in country-level process to: convene stakeholders; diagnose the quality of their assessment systems; and assess the necessary technical and financial resources required to improve learning measurement and outcomes. Outcomes : A set of country-level validated tools and strategies that permit education systems to measure learning accurately and verifiably across the LMTF seven domains and seven areas; A set of country-level validated tools and strategies that permit classroom-level and other local educators to measure learning accurately and verifiably across the seven domains and seven areas; Consensus among 15 Learning Champions on which aspects of the respective tools and strategies have universal applicability and comparability; A plan to use the data generated from these tools and strategies for decision- making and action at the system, school and classroom levels have begun to be implemented within each Learning Champion country.

Learning Champions: Task Force Role Convene a Learning Champions Working Group of experts from international organizations, universities, and technical assistance firms, in addition to technical experts from the Learning Champion countries themselves; Assign Learning Champion Focal Points to work with each country throughout the process; Coordinate expertise to respond to specific technical assistance requests Organize and facilitate virtual and in-country consultation and support Organize and facilitate web/teleconference opportunities for different LCs to consult and cooperate, including regional and cross-national linkages; Help identify potential donors and technical assistance support for implementing Learning Champion plans; Share relevant tools and resource documents to support country level activities.

Learning Champion Working Group Objective: To support each Learning Champion to develop and implement a plan to improve national assessment systems, including the use of data to improve learning and to to derive lessons, strategies and products to support the broader experimentation with and extension of the LMTF domains of learning and areas of measurement. Members: Learning Champion Technical Experts (15 – one from each Learning Champion) Technical Experts with cross-national and regional experience (10 from LMTF Partner organizations) Learning Champion Working Group Co-Chairs LMTF Secretariat (CUE)
