AmerenUE SHOW ME SOLAR June 15, 2010 MISSOURI NET METERING AND SOLAR REBATE PROGRAM Lisa Cosgrove – Renewables Specialist
2
AmerenUE AmerenUE Utilities Provides electric service to approximately 1.2 million customers across central and eastern Missouri, including the greater St. Louis area UE serves 65 Missouri counties and 500 towns More than half (55 percent) of UE’s electric customers are located in the St. Louis metropolitan area
3
AmerenUE 3 Net Metering AmerenUE A process in which a customer can interconnect a solar or wind generator in parallel with AmerenUE’s distribution system and can be credited for the generation that is supplied to the system Credit is made to the customer’s monthly bill Customer’s load supplied by AmerenUE minus Customer’s generation supplied to AmerenUE’s system Missouri Public Service Commission has approved rates for purchasing excess energy
4
AmerenUE 4 1299 Actual (Small Business’ Usage for the Month) - 742 Actual (Renewable System Generated to AmerenUE Grid) 557 Difference of Usage Minus Renewable Systems Generation x.0821 (2M Rate/Small General Service)* $ 45.73 Energy Usage Charge *2M Rate/Small General Service 8.03 Customer Monthly Charge Summer Rate.0821 (Jun-Sep) 2.83 Municipal Charge Winter Rate.0612 (Oct-May) $56.59 Total August 14 th Billing See https://www2.ameren.com/residential/Rates/ratesBundledElecFullSrvMO.aspx for specific rates

6
AmerenUE 6 Net Metering AmerenUE Only kWhs fed back to the grid appear on the customer’s bill If the customer is using what they are producing simultaneously, the bi-directional meter does not log the produced power as generated since it is used as it is being generated Fat Spaniel is an example of an optional monitoring system available to customers to capture their renewable system’s production
7
AmerenUE 7 General Net Metering Requirements Renewable generator can be sized up to an offset of all or part of the customer’s electrical energy requirements (no greater than) Maximum renewable generator size is 100 kW nameplate AmerenUE’s bi-directional meter must be installed Safe operation of the renewable generator is the main goal for standards set in the tariff as well as reliable service for all customers
8
AmerenUE 8 Code and Safety Requirements Customer-Generator’s system hardware must comply with all applicable: National Electrical Safety Codes (NESC) National Electric Codes (NEC) Institute of Electrical and Electronics Engineers (IEEE) Local electrical codes Underwriters Laboratories (UL) requirements for electrical equipment and their installation
9
AmerenUE 9 Physical Installation Requirements Lockable, AC visible disconnect device, accessible at all times to Ameren personnel should be located between the inverter and AC panel – near the meter System should have an anti-islanding function that prevents generator from continuing to supply power when Ameren system is not energized or operating normally If designed to provide uninterruptible power to critical loads, system needs to include a parallel blocking scheme for the backup source to prevent any backflow of power to Ameren’s electrical system when not energized or operating normally

AmerenUE 12 Customer’s Application Process – Two Steps STEP ONE Application for solar system design (wiring diagram and cut sheets) is submitted to Ameren (Sections A-D) – Go to Ameren.com for tariff application or call Lisa Cosgrove (314) 554-2649 - lcosgrove@ameren.com Ameren reviews application system design and either sends a letter to the customer approving their design, requests additional information or denies plans (within 30 days 10 kW and below or 90 days over 10 kW) STEP TWO System is installed and customer has a MO licensed engineer or electrician inspect system to ensure all requirements are met and signs Section E of application Customer signs acknowledgement Section F and sends Ameren installs bi-directional meter $121 or $148 (depending on service type) after receiving signed Sections E and F Ameren approves completed application and mails a copy to the customer
13
AmerenUE 13 Parallel Operated Systems 91 operational net metering applications (237.97 kW) 69 solar (200.67 kW) 8 wind (21.4 kW) 14 MO Solar for schools (1 solar/wind combo - 14.7 kW solar/ 1.2 kW wind) 4 operational parallel operating applications (99.28 kW not net metering) 21 pending net metering applications (as of 06/10) 17 solar (153.45 kW) 4 wind (11.3 kW)
14
AmerenUE 14 Current Renewable Incentives 30% federal tax credit for wind and solar renewable generation Solar PV systems that are installed 01/01/2010 and after can qualify for a $2/watt up to a 25,000 watt (25 kW) system AmerenUE rebate See www.dsireusa.org for more details on both federal and state rebate programs
15
AmerenUE 15 Rider SR – Solar Rebate Tariff Rules have not been finalized – Tariff revision possible Rebate amount $2/watt up to 25,000 watts Rebate check will only be disbursed to AmerenUE account holder for the specific project Permanently installed new solar systems or expanded solar systems operational after 12/31/09 AmerenUE Net Metering agreement required Electric retail account must be active and in good payment standing
16
AmerenUE 16 Rider SR – Solar Rebate Tariff Rebate amount determined by the DC wattage rating provided by the original manufacturer Completed Solar Rebate application with appropriate documentation required Rebate mailed to customer once system is operational Customer retains ownership of any Solar-RECs generated by their system
17
AmerenUE 17 MO Solar Cost Estimate Estimated Solar Installation Cost $7 - $9/watt Incentive $2/watt – Prop C Rebate 30% Federal Tax Credit Assumption: 2 kW system (10 panels) $8/watt X 2,000Watts = $16,000 Gross Total $ 16,000 Estimated Installation/Equipment Costs - 4,000 (rebate = 2,000 watts x $2/watt rebate) $ 12,000 - 3,600 (tax credit = 30% after the rebate deducted) $ 8,400 Net Installed Estimated Cost
