3. History  AFDC was founded on the basis of APEC finance and development program (AFDP) aiming to strengthen capacity building in the APEC region. The World Bank joined China as the co-sponsor of the AFDP in February, 2002.  In 2004, after three year successful operation of AFDP, President Hu Jintao announced the establishment the Asia-Pacific Finance and Development Center (AFDC), at the APEC Summit in Chile, in order to continue China's contribution to strengthening institutional capacity building in the Asia-Pacific region. 15.  Steering committee  Consists of representatives from China, WB, ADB, UNDP and other related institutions  The Committee’s main responsibility includes, for the next three years: Setting overall strategies and annual plans for the M&E capacity enhancement activities; Mobilizing and allocating the necessary human and financial resources; Coordinating activities and contributions of participating agencies; Reviewing annual progresses and making necessary adjustments.
