October 2, 20098 Draft 1.Provide highly scalable IT infrastructure for use by Federal government agencies to enable rapid delivery of new capabilities at reduced cost. 2.Support the mission of State and Local governments through increased utilization of shared Federal IT infrastructure. 3.Implement new data-sharing technologies leveraging common standards and practices to promote the free- flow of information, improve business efficiencies, and enable the deployment of shared applications. Objective 1: IT infrastructure and processes will be optimized, enabling more effective and efficient information sharing and business services to improve quality of services. Objective 1 Strategies

October 2, 20099 Goals and Objectives 1.Enable rapid availability of shared services by using advanced technologies such as cloud computing and virtualization. 2.Increase the usage of collaborative technologies to enhance the sharing of information between Federal agencies and with other governments and the public. 3.Use cost-effective, interoperable, commercially available technologies to improve quality of services. Objective 2 Strategies Objective 2: Advancements in information technology will be leveraged to streamline and transform governmental services.

Objective 3 Strategies 1.Foster engagement of the public as co-creators of new applications, new ideas, and new ways of doing business through the establishment of collaborative government web sites (e.g., Innovate.gov). 2.Leverage colleges and universities, industry, and technology communities of interest to cultivate new and more effective and efficient IT solutions.

October 2, 200912 Draft 1.Develop and implement a Federal IT workforce collaborative workplace strategy to serve as a model for the entire Federal workforce. 2.Maximize the use of collaborative technology across the Federal IT workforce to improve agency performance. 3.Create a knowledge base within the Federal IT workforce on the use of emerging collaborative technologies to meet agency mission objectives. Objective 1: An agile IT workforce will lead the Federal Government in the use of collaborative technologies to achieve agencies’ missions. Objective 1 Strategies

October 2, 200913 Draft 1.Invigorate and increase participation in formal CIO certificate programs to provide additional opportunities for leadership development. 2.Ensure a pipeline of candidates with strong leadership competencies to fill requirements for future IT leaders. 3.Provide cross-agency executive leadership coaching and mentoring to strengthen leadership development. Objective 2: IT Leadership will utilize open communications, clear expectations, professional development, and mentoring to develop and retain strong federal IT leaders. Objective 2 Strategies

October 2, 200914 Draft 1.Establish functional groups (communities of practice) and identify leaders by areas of expertise to communicate best practices across the federal IT workforce. 2.Partner with the Human Resource community to address recruitment, development and retention requirements for the IT workforce. 3.Ensure the federal IT workforce has current skill sets and credentials commensurate with their cybersecurity job role. 4.Provide career development guidance to enable consistent skill sets for high priority job roles. Objective 3: The Federal IT workforce will have current, relevant and consistent skill sets across Federal agencies. Objective 3 Strategies

October 2, 200915 Draft 1.Develop a government wide IT workforce plan that identifies and ensures the necessary inherent skills and resources to execute the CIO mission. 2.Establish a centralized IT workforce development fund to ensure training needs are properly resourced. 3.Create a strategy that will provide the proper balance between contractor and federal employees to ensure federal agencies employ an IT workforce with necessary skills. Objective 4: The CIO will be responsible for leading the agency IT workforce through effective workforce planning and development. Objective 4 Strategies

October 2, 200923 Draft 1.Establish standards that contribute to global integration of government data across federated information domains. 2.Ensure Federal agencies’ compliance with existing information requirements by leveraging the Federal Enterprise Architecture Assessment Framework and the e-Gov-related dashboards. 3.Streamline agreements and procurements between agencies and providers for free tools and services commonly available to the public. Objective 2: Standardized government data will improve information sharing throughout government and with the public. Objective 2 Strategies

October 2, 200924 Draft 1.Utilize and promote the Data.gov platform to provide public access to government data, and increase the consistency of information dissemination efforts across the Federal Government. 2.Develop guidance regarding information quality, accessibility, privacy, confidentiality, and security that supports the Administration’s program for “Open Government and Transparency.” 3.Leverage GSA’s Cloud strategy and procurement tools to allow agencies to quickly and easily develop, test and share applications across government. Objective 3: Government and social platforms will be used to make information findable, understandable, relevant and useful, ensuring a positive customer experience. Objective 3 Strategies

October 2, 200925 Draft 1.Leverage Section 508 tools such as BuyAccessible to assist developers and program managers to deliver systems that provide Federal information and access to the public. 2.Foster government-wide collaboration to develop and coordinate solutions to common accessibility obstacles and issues, including model procurement vehicles for accessible web software.
