3. 1967 Report of the Footpaths Committee, Ministry of Housing & Local Govt We appreciate from evidence put to us the unhappy lot of the cyclist between the walker and the motorist. He is not welcome on roads and seems to have no legal right to use footpaths. The cyclists’ plea to us was that they be given a right to use footpaths although they accepted that walkers must retain their right of passage… …we have concluded that pedal cyclists be allowed to use footpaths and bridleways but by the very definition of these two public rights of way priority on them must be given to walkers. We recommend therefore that pedal cyclists be allowed to use footpaths and bridleways but also with proper care for the safety of walkers and other users. We’ve been here before!!

4. Scottish Govt Land Reform Review Group 2014: Ten years after the legislation came into force, the Group’s view is that the new statutory framework should be judged a considerable achievement that has delivered significant public benefits and is “generally working well on the ground”.
