11 TRC Math 10/8/7 Background  Pilot program established in House Bill 2237, §21.4541, 80 th Texas Legislature  Districts or campuses are eligible to participate if they have exhibited characteristics that strongly correlate with high dropout rates during each of the three preceding school years (§39.358)

12 TRC Math 10/8/7 Background  Eligible school districts may receive grants to develop the content knowledge and instructional expertise of secondary mathematics teachers

13 TRC Math 10/8/7 Two-stage process: RFQ and RFA  A Request for Qualifications (RFQ) will be released to identify entities wishing to provide coaching services and related professional development activities to eligible districts.  TEA will review the credentials and experience of respondents and create a list of Approved Service Providers eligible to provide services to districts participating in the pilot program.

14 TRC Math 10/8/7 Service Provider Activities As established in statute, service provider coaching and professional development activities may include the following:  classes to teachers on effective mathematics instruction  providing tutoring or mentoring to teachers regarding effective mathematics instruction  providing incentives to teachers to participate in the program  engaging in other activities likely to improve mathematics instruction

15 TRC Math 10/8/7 Approved Service Providers Service providers may include:  Texas Science, Technology, Engineering, and Mathematics (T-STEM) academies and centers  Regional education service centers  Institutions of higher education  Private organizations

16 TRC Math 10/8/7 Step One: Request for Qualifications (RFQ)  The RFQ will identify highly qualified service providers who can:  Demonstrate significant past effectiveness in improving math instruction  Demonstrate prior success working with students identified as at risk of dropping out of school

17 TRC Math 10/8/7 Step Two: RFA (Request for Application)  An RFA will be released in early Spring of 2008  Eligible districts/campuses will apply for grant funds to participate in the pilot program  Grant recipients will then select a provider from the list generated in response to the RFQ process and negotiate a contract with the provider directly
