8 Eligible Applicants CDBG Cities, towns, or counties that are located within Indiana but outside of CDBG entitlement communities. ‐ Refer to the CDBG Policy for a complete listing of entitlement communities. ‐ Subrecipients Not-For-Profit 501 (c)3 or 501(c)4 corporations CHDO’s PHA’s Regional Planning Commissions Townships

10 PROGRAM REQUIREMENTS Owner-Occupied Repair (OOR) Beneficiary must: Own the property Be income eligible – annual income equal or less than 80% of Area Median Income Execute Duplication of Benefits 24 CFR Part 570 2 Inspections Completion of documented scope of work Upon completion of construction 2 Public Hearings 10% match requirement Environmental Review Record (ERR) Proof of Property Insurance Competitive Procurement Procedures

13 SUBSIDY / AWARD LIMITATIONS Maximum Grant Request Amount: $350,000 per application Per Unit Subsidy: $25,000 maximum Program delivery + Administration + ER = Cannot exceed 20% of CDBG Award

14 CHANGES FROM ROUND 1 TO ROUND 2 Some changes to the application policy and forms from Round 1 to Round 2 Some changes only to formatting. More clearly made a distinction between Threshold and Scoring. Will address questions on Threshold and Scoring in the same Clarification Letter. Some changes to score: ‐ Overall maximum score from possible 115 to 105. ‐ The ten point difference came from the elimination of the Unique Features and Partnerships category. ‐ Added a minimum score to be eligible for funding – 70 points.

15 CHANGES FROM ROUND 1 TO ROUND 2 Some changes to score (cont’d): ‐ Project Characteristics Constituency Served from 30% to 40% AMI ‐ Capacity Trainings – removed time limit for the trainings (was in the past 24 months, now can have had the training at any time in the past) Experience – changed from past three years to past five years. ‐ Unique Features and Partnerships - deleted

16 COMPLETENESS & THRESHOLD Completeness Completeness = Timeliness and Responsiveness Answer the following questions prior to submitting your application: Is every question answered? Are all required signature pages signed? Was the Application Form uploaded to the FTP site by the due date? Are all required Tab Attachments uploaded to the FTP site by the due date? Was a hard copy of the Application Form with original signatures sent to IHCDA by the due date?

20 SUBMITTING THE APPLICATION The applicant must submit the following items to IHCDA’s Real Estate Department Coordinator: Via FTP site: ‐ One completed copy of the final application forms ‐ All supporting documents required in the tabs Via hard copy: ‐ One completed copy of the final application forms with original signatures All required application items are due no later than 5:00 p.m. date. Applications received after the deadline will be returned to the applicant via certified mail. Faxed applications will not be accepted. 24 3. CLICK ON THE LINK IN THE EMAIL AND LOGIN USING YOUR USERNAME IN THE EMAIL AND PASSWORD YOU SELECTED

25 4. YOUR INITIAL SCREEN SHOULD INCLUDE A FOLDER CREATED FOR YOU AT THE TOP OF THE SCREEN WITH THE PROJECT’S NAME

26 5. BEGIN TO UPLOAD FILES FOR YOUR APPLICATION BY CLICKING THE UPLOAD FILE BUTTON

27 6. CHECK THAT ALL OF THE APPLICATION DOCUMENTS HAVE BEEN UPLOADED AND EXIT
