I)Core Competencies available in-house (identify performing groups) II)Contractor Requirements III)Physical Asset Requirements (e.g. laboratory) II)Benefits: Identify the value to ACT organization and FAA, customer and user satisfaction, operational savings, etc. I)Quantitative (tangible benefits such as financial, physical asset enhancement, etc.) II)Qualitative (intangible benefits such as expertise/knowledge acquisition, etc.) III)Financial Assessment: List the return on investment, net present value and other key financial parameters reflecting the overall expense, savings, and pay back period of the project.
