UNFCCC Secretariat From PoA to NAMAs - Co-existence (opportunities and challenges) Perumal Arumugam Regional Workshop on CDM and NAMAs for Latin America and the Caribbean,Bogota, (31 – 02 Sep 2014)

2 What is PoA and What is a NAMA Stepping stone from PoA to NAMAs (Lessons) What CDM elements can be embedded into NAMAs? Co-existence Challenges Outline

What is PoA and NAMA Birth of PoA : Local/national /Regional policy or standard cannot be considered as CDM - PA, but that PA under a PoA can be registered as single CDM. What is PoA : Voluntary coordinated action by private/public entity to implement policy/measure/goals which leads to emission reduction that are additional to any would occur in absence of poA via unlimited CPAs. What is NAMA : Nationally Appropriate Mitigation Actions by developing country Parties in the context of sustainable development, supported and enabled by technology, financing and capacity building, in a measurable, reportable and verifiable manner "aimed at achieving a deviation in emissions relative to business-as-usual emissions in 2020." 3

Where are we heading to ?? 2 degree goal Developed: KP QELROS Other convention’s commitments Developing: CDM “CERs” Other mitigation actions Developed: KP QELROS Pre 2020 targets Other convention’s commitments Developing: NAMAs (pre-2020, other) LEDS CDM “CERs” Other mitigation actions New market arrangements $

Stepping stone from PoA to NAMAs (Lessons) Support implementation of Policy /Programme measure. Elements such as a)Definition of Eligibility criteria b)Project identification and inclusion c)Programme finance d)Setting boundaries e)MRV process f)Sectoral emission estimation and ladder for supported NAMAs g)PoA management (CME,QMS) h)Bottom up and top down approaches i)Cross sectoral projects (urban built) Design and Implementation elements of PoAs (concept of CPA,Sampling approaches, data quality issues) Consideration of Interrelated measures (Overlapping between measures) 5

 Is NAMA a real successor to CDM ??  Is type of action remains same (projects/policy/program)??  Is the actors remains the same (public/private)??  For which action NAMAs may be more suitable (Policy, bottom up) ??  Are the preconditions and requirements are the same (Additionality/SD) ??  Can NAMA host CDM PoA ??, how the current rules in CDM can play ??  Will policy NAMA halts project NAMA/ PBM projects ??  Is migration from NAMA to CDM is easier or the other way around ?? 6 Co-existence

 Estimation of BAU emission scenario (ex-ante forecasting)  Establishment of Common Accounting rules, standards, criteria and/or procedures.  Stimulation of mitigation across broad segments of the economy.  Overlapping with the existing and new mechanism (double counting)  MRV (technical provision,non-GHG impacts)  Addressing policy impact with other mitigation 7 Challenges ahead and possible solutions
