10/19/20154 A Presidency of Firsts Precedent: an example for future leaders to follow Many of President Washington’s precedents formed the unwritten constitution –Cabinet: president’s advisors –No Political Parties: advised the nation not to form political parties – 2-term limit: long enough to serve the nation but not to give the appearance of a king

Domestic Policy Hamilton’s Financial Plan Washington asked his Secretary of Treasury Alexander Hamilton to create a plan –Nation needed a plan to pay debts and strengthen the nation’s economy –Combine states’ debts into one national debt –Investors would be more concerned about nation’s survival over individual states 10/19/20155

DOMESTIC POLICY Tariff: tax on imported goods –Government could use the money collected from tariffs to pay debts. –Taxes would not directly be paid by the citizens but the government would still raise money Bank of the United States: created to manage to nation’s financial matters 10/19/20156

FOREIGN POLICY Neutrality: not taking sides in a conflict –Oldest foreign policy, lasting until 1916 –Stated in Washington’s Proclamation of Neutrality Jay’s Treaty: Agreement between US and Britain during British war with France –Britain agreed to leave the Northwest Territory and expanded trade –Criticized as a sell out and a betrayal to the Revolutionary War 10/19/20158
