Treating Health like Safety A – Industry and Land Securities perspective

Industry Background Over the years Health Risks have not received the same amount of attention as Safety?. There are many reasons for this, they are not immediate and the fact that the consequences of exposure to harmful agents are often not visible, symptoms may be delayed by years and decades from first exposure.

Background Although the awareness and management of health in most industry sectors has received far less attention than safety over the past ten to fifteen years, there is a great deal more activity now in the more enlightened areas of the industry. A good example is the construction industry where it has demonstrated its ability to respond to serious injury and fatalities, as we did in 2001, when the then Deputy Prime Minister, John Prescott called the industry to arms. Thirteen years on, we are in a much better place having reduced fatalities by two thirds.

Background HSE estimates that in 2014, 76,000 people whose current or most recent job was in construction suffered from an illness caused or made worse by the job they did. Every week 100 people die from construction-related ill-health in the UK. In the UK every year, there are one hundred times more deaths caused by occupational disease than accidents across all industries. In construction, the comparison figures are considerably worse: there were 42 fatal injuries to UK construction workers in 2013/14, yet there were 3,500 deaths from occupational cancer alone, and many thousands more from other diseases. So ‘are we equipped to deal with the ‘Health’ in ‘Health and Safety’. My answer is ‘No, not yet’, because much of the world of work isn’t even aware of this problem, let alone equipped to deal with it.

The toll of work-related ill health For every fatality there are 100 deaths due to occupational disease. Over 40% of all occupational cancer deaths and registrations are to construction workers. Estimated 76,000 cases of work-related ill-health - COPD, hand-arm vibration, noise induced hearing loss and MSDs. Estimated 1.7 million working days lost due to ill health - 3 times that for injury accidents. Cost GB estimated £0.4bn in 2012/13

As and Industry we need to be Managing health risks, like safety risks. Occupational disease and illness can be prevented - it is possible for construction work to be carried out without causing ill-health, provided risks are properly managed and controlled. This requires a concerted effort by everyone, to recognise the hazards to health, evaluate the degree of exposure, and implement effective and reliable control measures. Health risks should be managed as part of an overall system to prevent or control health and safety risks. Different terms are used within the industry to describe the separate elements of the ‘health’ part of health and safety, which causes some confusion.

“Health” as a solution Occupational Health, Occupational Hygiene and Wellbeing/Health promotion are distinct, but overlapping disciplines that should complement each other and work together in a multidisciplinary approach, as illustrated.

Industry Perspective As an industry we need to care about the people we employ and manage the Health of our workforce better. (We need to care for them more than ourselves?) In principle a majority of clients and contractors all want and need the same thing A consistent standard of health surveillance relevant to the risk/occupation. A simple and cost effective way of getting our workforce surveilled

Industry Perspective A system which we all recognise so there is minimal duplication A means of checking the information at the site gate Individually, we have different pieces of the jigsaw, so by coming together we can avoid duplicating work reduce the burden on our supply chain to meet inconsistent standards. So our challenge is to align those pieces of the puzzle and ensure we have an efficient and effective system that meets the objective of protecting workers in the first place, surveilling them where required and providing information to enable employers and individuals to manage their health risk properly.

Industry Perspective In leading the CHLG, we are uniting and challenging the industry on Health. As you will see from the slide the CHLG’s membership to date includes many industry leaders and from today, we want to get as many of you on board to support the Health campaign. After all, in principle we all want and need the same thing – starting with a consistent, simple and cost effective way of monitoring our workforce’s health. We do not all need to do the hard work - we have the CHLG to drive the agenda.

Industry Perspective Our role as a client is to support the industry and the system it uses and as Land Securities we are happy to do that and I know other major clients will too. We believe that we can work together to set the record straight and improve the industry’s reputation on health too. Together, we can ensure anyone working in construction in the UK has a long and healthy career and retirement. A date for your Diaries on the 21st January 2016, CHLG will host a construction industry health summit where our aim is to share knowledge, challenges, solutions and best practice

Are you sitting comfortably? Up to 12 hours a day sitting Include 7 hours sleeping = a remarkable 19 hours a day being sedentary. Even regular exercise wont undo the damage done by prolonged sitting. Sitting for over 6 hours a day for a decade or two can cut away about seven quality adjusted life years. It increases your risk of dying of heart disease by 64 percent and your overall risk of prostate or breast cancer increases 30 percent. Sitting has become the smoking of our generation.
