Improving Academics and Social Outcomes through a Systems Integrated Approach to RTI Carol Massanari Susan Barrett Steve Goodman
2
Outcomes What is it? –Define RtI and SW-PBS (policy, funding) –Identify resources to gain more information What does it look like when it happens? –Michigan Discuss how to better integrate RTI and PBS in your state or district
3
Logic of a Tiered (RTI) Approach Unifying Belief- “All kids can learn” Focus on Prevention Universal Screening of academic, behavioral and social emotional indicators of success Data Based Decision Making Multi-tiered system with implementation of evidence-based interventions; implemented with fidelity Ongoing and sensitive progress monitoring of student response to interventions
4
RTI Applications Academic Closing the achievement gap Early intervention, especially reading Access to the general curriculum Increasing intensity of instruction/intervention Alternative identification for LD Social Behavior Early intervention Decrease in ODRs Decrease in suspension/expulsion Access to the general curriculum Increasing intensity of instruction/intervention Suspension/expulsion of students with disabilities
5
Supporting Policy IDEA - 2004 Focus on access to the general curriculum Access to FAPE and LRE Alternative identification of LD Early Intervening Services Addressing behavioral concerns NCLB Focus on Outcomes Inclusive assessment Scientific research-based practices
6
IDEA 2004 A focus on early identification of non- learning and intervention An LEA may not use more than 15 percent.. To develop and implement coordinated, early intervening services. [34 CFR § 300.226 (a)] A State.. (1) Must not require the use of a severe discrepancy...(2) Must permit the use of a process based on the child’s response to scientific, research- based intervention. [34 CFR § 300.307 9a) (2) (2)]
7
State Implementation of RTI for LD 86% Return Rate Statewide training efforts are underway in 90% of the states primarily emphasizing an overview of RTI, progress monitoring and the use of data- driven decision-making. Over one-third of the states indicated that they plan to use RTI, in part, as a replacement or supplement to the learning disability discrepancy model. Most states indicated that they are or plan to use a combined problem solving- standard treatment protocol model for making multi-tiered RTI decisions.
8
State Implementation of PBIS 49 states plus Washington DC have some relationship with Center for PBIS (http://www.pbis.org/map.htm)http://www.pbis.org/map.htm Many improvement activities related to making sure that PBS was well implemented and well understood (Part B SPP/APR Indicator Analyses 8/01/07) Providing TA/training/professional development listed by 47 states including, but not limited to, PBIS and RTI to reduce suspensions and expulsions ( Part B SPP/APR 2008 Indicator Analyses)

Discussion Okay, so what do I do as a State or District Coordinator? –Why would you bring the two initiatives together in your state/district? –What are the shared structures for supporting implementation and sustainability of RTI and SW-PBS initiatives? –What have you done to coordinate the two initiatives in your state?
14
Challenges Moving forward in isolation ? –Policy/Handbooks for Implementation look good but not reality Funding decreasing Districts moving forward –not always aligned with state
15
The Good News Three Tiered logic Implementation Phases Years of experience closing the implementation gap Access to schools with existing infrastructure-coaching, evaluation, problem solving teams, district teams, state teams
