3 Relevance for citizen centric eGovernment eGovernment is about Dirk, Lena, Pietro and all European Citizens and business.  Citizen Centric eGovernment The question is how will we make their lives better? How does the i2010 eGovernment Action Plan contribute? Does iGovernment play a role? How do each of the public administrations and industry contribute?

10 Activities 2006 Consensus among Member States  eGovernment representatives & expert groups –Actions to achieve objectives and remove cross-border barriers –Roadmaps, pilots, Good Practices and common specifications Implementation in Member States CIP Policy Support Programme

11 Activities: eProcurement Awareness Policy development  consensus building, common specifications, etc. Good Practice exchange  learn from each other and share. Pilots  feasibility, learn from experience, refine common specifications and building blocks for shared reuse. A cross-border pilot shall be able to address and provide solutions showcasing how to deal with eSignatures and administrative information.

12 Activities: eIDM Policy development and support to provide strong leadership and reach consensus on issues such as common eIDM specifications, etc. Mutual cross-border recognition of eID pilot to learn from experience, refine common interoperable specifications and create building blocks for shared reuse. Authentic eDocuments, long term archiving, …..

13 Activities: E & E Sharing Ministerial Conference and eGovernment Awards 2007. Good Practice Exchange and fostering transfer. Measurement Benchmarking, benchlearning. User impact surveys. Awareness about E&E “gains”.

14 Activities: Inclusive eGov Pilots Accessible eGov  Inclusive Front office (accessibility, multichannel…). Inclusive eGov services  Back office redesign for inclusive services Actions of specific nature needed for Inclusive eGovernment : eAccessibility guide. Multiplatform strategies.

15 Activities: eParticipation The most demanding challenges in eParticipation are: Learning from Good Practices. Piloting eParticipation experiences. Actions of specific nature needed for Inclusive eGovernment include: Pilots on eParticipation and democratic decision making. Preparatory action started

16 Relevance for citizen centric eGovernment Dirk: I’m from Belgium, I worked –20 years in Belgium –5 years in France –6 years in Luxemburg I came back to France and I’m now retiring in the south of France How do I get my pension rights?

17 Relevance for citizen centric eGovernment Lena: I’m Swedish and I’m facing difficult times ahead –My contract ends in 2 weeks –I have no savings –I live on my own with 2 kids Can I get any social support? How in my remote village?

18 Relevance for citizen centric eGovernment Pietro: I’m Italian and I produce office furniture in my small business –My furniture is innovative and ergonomic –Our production process is cost-effective –Our prices are very competitive Shall I make an offer to the municipality of Amsterdam? How difficult will it be to make it and to provide the administrative information?

19 Relevance for citizen centric eGovernment Dirk is happy thinking about his retirement in France but: Can you imagine how difficult and long will all the formalities dealing with 3 administrations be? Will I have to go to these 3 countries? Lena is overwhelmed by her difficulties: Is there any public service who can help me? Will I have to go to different public services? Pietro is enthusiastic about exporting his furniture but: Will it be too complicated? Is it worth?

20 iGovernment & i2010 eGovernment Action Plan Dirk will be able to use his Belgian eID to apply in a pension rights portal. He is a click away from getting his pension rights from 3 countries at once! Lena will get from her municipality a single access point to apply for benefits (be they regional training programs, municipal housing, national employment schemes). She is supported by a local employee empowered by a knowledge system interconnecting administrations. Pietro will upload his offer in an eProcurement platform. The administrative information will automatically be available in an electronic virtual dossier.
