5 Proposed Negotiation Process Submit a request to FERC for additional time and a delay of issuance of the Notice of Ready for Environmental Analysis to complete negotiations on Proposed PM&E Measures Continue collaboration with the stakeholders post-filing of the FLA (March through June 2011) Develop Supplemental Information including rationale supporting consensus of PCWA and Relicensing Participants on resolved issues (if applicable) Submit Supplemental Information to FERC on November 1, 2011
