52 Oklahoma Tiered Intervention System of Support (OTISS) 52 OTISS, the Oklahoma Tiered Intervention System of Support, is Oklahoma’s intervention model for identifying and addressing academic and behavioral difficulties that interfere with Pre-K-12 student success.
