33. 33 Obstacles that hindered the progress of the project 1. Delay in delivering the proposed standards Causes of this problem was that standards have been developed as professional one first and then the reference standards were developed later. The impact on the project was that the project life was extended after the targeted date. The nursing sector now has professional standards beside the reference ones.
