The EC's proposals for the FP7 will now go through the co-decision procedure for approval and adoption by the European Parliament and Council. Open competition will be supervised by a 'European Research Council', which will select projects for funding on the basis of their scientific excellence 5.People - Human potential and science careers Reinforcing existing 'Marie Curie actions' for support to researchers, focusing better on key aspects of skills and career development, increasing mobility between universities and industry, and strengthening links with national systems 6.Capacities - Research infrastructures, SMEs, regions and potential Developing research infrastructures of European interest, as well as addressing the specific needs of SMEs, regions, 'Science in Society' and international cooperation

International cooperation between the EU and third countries is also included: Collaborative ResearchCollaborative Research Joint Technology InitiativesJoint Technology Initiatives Coordination of national research programmesCoordination of national research programmes The Cooperation programme will also be organized into themed sub- programmes, each of which will be operationally autonomous as far as possible, while at the same time demonstrating coherence and consistency, and allowing joint, cross-thematic approaches to research areas of common interest. Nine thematic areas have been identified for the Cooperation programme.

The objective is to establish, in the major fields of advancement of knowledge, excellent research projects and networks able to attract researchers and investments from Europe and the entire world. IST4Balt Training Course on FP6 and IST Version 1.1, 30/11/20059 Joint Technology Initiatives and Technology Platforms The themes for collaborative research have been identified relying on the work of different European Technology Platforms (ETP) set up in fields where Europe's competitiveness, economic growth and welfare depend on important research and technological progress in the medium to long term. ETPs bring together stakeholders, under industrial leadership, to define and implement a Strategic Research Agenda. FP7 will contribute to the realisation of these Strategic Research Agendas where these present true European added value. In a limited number of cases, the scope of a RTD objective and the scale of the resources involved justify setting up long term public private partnerships in the form of Joint Technology Initiatives. These initiatives, mainly resulting from the work of ETPs and covering one or a small number of selected aspects of research in their field, will combine private sector investment and national and European public funding, including grant funding from the Research Framework Programme and loan finance from the European Investment Bank.

IST4Balt Training Course on FP6 and IST Version 1.1, 30/11/200510 Coordination of national research programmes The action undertaken in this field will make use of two main tools: the ERA-NET schemethe ERA-NET scheme the participation of the Community in jointly implemented national research programmes (Treaty Article 169)the participation of the Community in jointly implemented national research programmes (Treaty Article 169) The action may cover subjects not directly linked to the nine thematic areas in as far as they have a sufficient EU added value. The action will also be used to enhance the complementary and synergy between the FP7 and activities carried out in the framework of intergovernmental structures such as EUREKA and COST. The co-ordination of national research programmes will be improved and ties between European intergovernmental research organisations and the EU will be strengthened. The two following measures are envisaged: A reinforced ERA-NET scheme (ERA-NET+)A reinforced ERA-NET scheme (ERA-NET+) New pilot initiatives to be undertaken under Article 169 (eg. IST4Balt Training Course on FP6 and IST Version 1.1, 30/11/200511 Ideas - a European Research Council to support basic, frontier research The objective of the specific programme on Ideas is to enhance the dynamism, creativity and excellence of European research at the frontier of knowledge. This is to be done by supporting "investigator- driven" research projects carried out across all fields by individual teams in competition at the European level. The EU activities in frontier research are to be implemented by a European Research Council (ERC), composed of a scientific governing council and a dedicated implementation structure. Research areas covered will be independent of thematic areas of other FP7 parts. The governing council will consist of representatives of the European scientific community at the highest level, acting in their personal capacity, independently of political or other interests, and appointed by the EC. It aims to do this by stimulating people to enter into research professions, encouraging European researchers to stay in Europe, and making Europe more attractive to the best researchers from the entire world. This will be done by putting into place a coherent set of Marie Curie actions, addressing researchers at all stages of their professional lives, from initial research training to life long learning and career development.

IST4Balt Training Course on FP6 and IST Version 1.1, 30/11/200515 Research infrastructures To optimize the use and development of the best research infrastructures existing in Europe, and help to create in all fields of science and technology new research infrastructures of pan-European interest. The EU will play a catalyzing and leveraging role through: Support to existing research infrastructures:Support to existing research infrastructures: - trans-national access to ensure that European researchers may have access to the best research infrastructures irrespective of location - integrating activities to structure better, on a European scale, the way research infrastructures operate in a given field - research e-infrastructure by fostering the further development of high- capacity and high-performance communication and grid infrastructures and high-end computing capabilities Support to new research infrastructures, including coordination of the Community financial instruments, Framework Programme and Structural Funds:Support to new research infrastructures, including coordination of the Community financial instruments, Framework Programme and Structural Funds: - construction of new infrastructures and major updates of existing ones - design studies to promote the creation of new research infrastructures by funding exploratory awards and feasibility studies

The Pilot Action on "Regions of Knowledge" demonstrated the dynamic of this evolution and the necessity to support and encourage the development of such structures.
