Development of A Traffic Monitoring Program Using Emme 3 Based on A San Joaquin COG Travel Demand Model Jia Hao Wu, Ph.D., Joy Bhattacharya, P.E. and Chris Kinzel. P.E. TJKM Transportation Consultants, Pleasanton, California, USA 20 th International Emme Users’ Conference Montreal, October 18 to 20, 2006

Outline City of Lathrop Background Objectives Emme 3 Implementation Results Conclusions

1.5 hours from San Francisco Population: 12,500 Buildout Population: 70,000 Fastest Growing in California Most Comprehensive EIR New Development Pop: 50,000

New Developments River Islands at Lathrop 11,000 residential units 17,000 new jobs Mossdale South and West Villages 2,500 residential units 27 acres services and 1 million square feet of retail/office Central Lathrop Specific Plan 6,800 residential units 4.5 million square feet of offices We developed traffic models for all of these new developments for environment impact studies.

Traffic Monitoring Program Determine the circulation needs for traffic circulation improvements Satisfy the conditions of approval for new developments Identify any intersection level of services Determine mitigation measures Update on an annual basis Years: 2006,2008,2010 and 2012

Level of Service Level of Service (LOS) is a qualitative index of the performance of an intersection in the transportation system LOS is based on 2000 Highway Capacity Manual published by the Transportation Research Board

We developed traffic models for all of these new developments for environment impact studies Three Highway Interchanges

Intersection Lane Geometry – Existing (Year 2006) Conditions

Turn Volumes AM and PM – Existing (Year 2006) Conditions

Level of Service – Existing (Year 2006) Conditions

Demand Forecasting Process San Joaquin Council Governments Travel Demand Forecasting Model was used in CUBE/TP+ Emme 3 was used for a detailed analysis, since it was used for the model calibration at the turning movement level Turn counts at the study intersections were entered into Emme 3 for the model calibration The difference method was used Road network and land use data were updated

City of Lathrop General Plan as A Background

River Island Development Plan

Dwelling UnitsEmployments

Year 2012 Peak Hour Turning Movement Volumes

Lane Geometry

Recommended Roadway Phasing

Recommendations Recommendations for Existing Conditions Recommendations for 2008 (Two-year look) Recommendations for 2010 (Four-year look) Recommendations for 2012 (Six-year look)

Conclusions Emme 3 was used for the monitoring programs Worked with Synchro A wish list for display results in Emme 3 with many symbols and LOS
