3 Capital and Financial Planning Committee Workgroup: Formed in June 2012 to provide direction to the Ministry’s Capital and Financial Analysis Team on developing version #2 of the Capital Analysis and Planning Template (CAPT). Going forward the workgroup will be involved in assisting with the long-term vision which includes exploring the possibility of multi-system compatibility and automation of processes. Represented by 11 boards from across the province and includes representation from finance, facilities and planning area. Held two meetings over the summer including discussion of the existing CAPT, possible improvements and process requirements. Version #2 of the CAPT has been tested by the workgroup.

4 New in Version #2 Debt Schedule was removed OFA Request Form modified and added Additional Proceeds of Disposition (POD) schedule added to track school and admin sites separately. Some modifications to the Financial Position and Recovery Worksheet, Project Eligibility Worksheet and Project Debenture Matrix. Clarification on terminology used within the template (ie Unsupported versus Board Supported Funding)

5 Process Anticipated release of the CAPT V#2 is early October. Year End Submission Required to be submitted to the Ministry by December 14, 2012 The template should be updated to reflect financial statement year end of August 31, 2012. New This Year: Submission includes OFA Request Form for the anticipated March 2013 debenture offering. Approval To Proceed Submission When a board submits a request for approval to proceed to tender for a project, they are required to submit the CAPT. CAPT submission includes updating information on the specific project along with a financial update to reflect their most recent EFIS submission.

Training Manual for the CAPT will be posted on the FAAB website. It includes detailed instructions for completing the CAPT for year-end purposes and for when a board submits future requests for an approval to proceed to tender for a capital project. Capital Analysts and Finance Officier’s are also available to assist boards in completing the CAPT. The Capital and Financial committee workgroup will be meeting in the fall to continue to work towards improving the process. 6
