2.  Urban decay is the process whereby a previously functioning city, or part of a city, falls into disrepair and decrepitude (means a state of deterioration due to old age or long use)

3.  Apartment buildings were hot, dirty, crowded, and dangerous, more and more people were thrown out into the streets and less and less people could afford to replace them in their old homes while empty buildings began to decay due to lack of maintenance, many building burnt down and were never cleaned up. Crime soon followed. The streets were covered in waste and bodies.

4.  Many buildings burnt down in Rome, many were left and never cleaned up.

5.  Urban decay is often followed by crime and crime has gone down in OTR in the past years. Urban decay can be caused by riots or can cause riots, to counter urban decay we raised taxes held fund raisers and made urban revival projects. billions of dollars are wasted and projects that don't work. Over all we need a space to come together needs a space to come together.

6.  Even today we still have urban decay all over the country

7.  My solution would be to, make a non profit organization like 3CDC to organize the citizens to make urban revival projects like parks and stadiums. They should also raise taxes to fund a police force to make the streets safer. Thanks for reading.
