Project Summary RFP for development of single family homes in 11 CRA owned lots was issued on Sept. 19, 2014. RFP was awarded on Nov. 17, 2014 to: 1. Broward Alliance Neighborhood Development (BAND) 2. Emerald Construction Corp. 3. Stuart & Shelby Development, Inc. 4. Total Solutions, Inc. Negotiations and award were based primarily on: Cost per SF Quality of Construction Community Benefit Plan Each developer was assigned either two or three lots for development. 3

April 9, 2015: Minor Development Applications submitted. June 10, 2015: Construction permits applications submitted. September 11, 2015: Deadline to obtain building permits. Lots assigned: 1. 300 NW 7 Court 2. 809 NW 4 Avenue 3. 803-805 NW 5 Avenue All units are 3 Beds /2 Baths – 1,700 SF Update by Developer: Construction start date? Completion date? 7

Status of Construction Stuart & Shelby Development, Inc. Principal: Chuck Halberg January 6, 2015: DA provided to developer. February 24, 2015: Date Contract Executed after Negotiations April 7, 2015: Minor Development Applications submitted. May 22, 2015: Construction permit applications submitted. Construction in progress and units will be completed by the end of Sept. 2015. Status of Construction Total Solutions, Inc. Principal: Ryan Dobson January 6, 2015: DA provided to developer. Developer was initially awarded 3 lots for development. DA requires a performance bond to cover the construction of all units. June 25, 2015: Developer was able to provide performance bond for only one lot on, and requested to modify award to only one lot. June 25, 2015: Date Contract Executed After Negotiations August 31, 2015: Deadline of to submit Minor Development Applications. Minor Development Applications were not submitted by the set deadline. No additional activity. Lots originally awarded: 1. 804-806 NW 4 Terrace 2. 817 NW 4 Terrace 3. 811 NW 4 Terrace Lot under contract: 1. 804-806 NW 4 Terrace (3 beds / 2 Baths – 1,564 SF Update by Developer: Submission of Minor Development Applications? Sale of Completed Units On July 14, 2015 CRA formally notified (letter) all individuals that indicated interest in the new houses. Letters sent advised that applications were being accepted and provided instructions for the process. CRA has received 9 applications for purchase of the units (4 of these applications have come through Housing Foundation of America)(4 are Hallandale Beach Residents). The mortgage preapproval for these buyers range between $100,000 and $133,800. 11

A realtor will be selected during the October Board meeting to assist with the sale of the units. Appraisal of units will be completed when construction is finalized and CO is issued to determine the final purchase price of the units. 12 Sale of Completed Units

Recommendations Reassign 804, 811 & 817 NW 4 Terrace to Stuart & Shelby Construction based on deadlines missed by Total Solutions, Inc. Continue to monitor deadlines given to Emerald Construction & BAND, and consider terminating DA’s for non-performance (assigned lots would be re- assigned as well) Continue to evaluate CBP performance to ensure compliance with committed amount Evaluate applicant files for completeness, perform appraisals on completed housing units, and set purchase price 13
