Central Picket “Control” Only 1 position was required in the Old Central Jail. The Jail Commission now requires 2 personnel due to the 384 additional potential inmate capacity. This required an additional position once the new jail came online. 1 per shift: 3 x relief rate of 1.63 = 4.89 Central Picket “Control Room” – Previously 1 man, but now a 2 man.

Court Transfer Holding TCJS requires this station to be manned at anytime inmates are being held in these cells. Inmates are being transferred to and held in this holding area five days a week, during 3 rd and 1 st shifts, for court and on Fridays for TDC transport. This requires additional detention officers for two shifts. 2 x 1.63 = 3.26

The Duties of a Basic Detention Officer are as follows: Supervise conduct and behavior of inmates Employs force to maintain order when necessary Inspect locks, doors, windows and bars Patrol assigned areas and conduct checks every 60 minutes Observe segregation cells every 30 minutes and suicidal cells every 15 minutes Patrol assigned areas for forbidden activities and rule infractions Search cells for contraband Prepare written reports concerning infractions, incidents or injuries Deliver meals, property and mail to inmates Escort inmates to and from visitation, clinic and recreation Complete required paperwork in the 2 nd and 3 rd floor pickets Notify inmates by intercom of visits, court and attorney visits Answer intercom for inmates Observe distribution of meals, mail, medication, commissary and indigent

The Duties of a Basic Detention Officer are as follows continued: Controls televisions, lights and telephones in cellblocks Counts keys, checks air packs and fire extinguisher Maintain inmate housing roster Monitor intercom when officers are in tanks Observe picket boards, stairwells, cellblocks and catwalks Know where officers are at all times Maintain security of all doors at all times Aid medical staff to dispense medication Identify inmates for court or other functions outside of the jail Search inmates when leaving and returning to housing areas Conducts headcount at beginning and end of each shift Lock inmates down at 10 pm Ensures tanks and segregation cells are cleaned daily Responds to Code Blue (medical), Code Red (fight) and Code Yellow (fire) in a timely manner Ensures inmates are properly restrained when out of cells Monitors and implements “keep separate” lists Supervises trusties working on the 2 nd and 3 rd floor

Jail Plans Regarding Housing Of Federal Inmates By housing 96 Federal Inmates in existing portion of Smith County Central Jail at $45.00 minimum per day per inmate = $1,576,800 per year gross. Once salaries for additional personnel & inmate meals are factored in, this would allow for an excess of $1,117,000 net annually. Medical is paid by the Federal Government. This allows Smith County to recover funding that has been expended out of county over the past several years to house our inmates.
