6 2009 PROCESS OUTPUTS/ACHIEVMENTS  UNFPA/UNICEF/WHO – SUPPORTED AUC INITIATIVE THE “CAMPAIGN ON ACCELERATED REDUCTION OF MATERNAL MORALITY IN AFRICA (CARMMA)”  UNIFEM AND UNFPA – LEADING EFFORTS ON THE AFRICA-WIDE CAMPAIGN TO END VIOLENCE AGAINST WOMEN.  UNDP/IOM/UNFPA - SUPPORTED THE AU YOUTH VOLUNTEERS INITIATIVE.  AUC/UNECA & UNFPA – UNDERTOOK THE AFRICA REGIONAL REVIEW OF PROGRESS TOWARDS THE IMPLEMENTATION OF THE PROGRAMME OF ACTION OF ICPD.  IOM/UNICEF/UNODC/ECA/OHCHR/UNHCR - SUPPORTED THE AUC STRATEGY ON THE CAMPAIGN AGAINST HUMAN TRAFFICKING.

7 CURRENT JOINT EFFORTS  UNDP,ADB & UNESCO ARE SUPPORTING ECOWAS WITH TECHNICAL & VOCATIONAL TRAINING  UNFPA/UNICEF/UNESCO AND THE ECA SUB- REGIONAL OFFICE ARE SUPPORTING ECCAS’ INITIATIVE ON HIV/AIDS PREVENTION EDUCATION.  UNESCO & UNICEF SUPPORTED THE COMEDAF BUREAU & HELPED PRODUCE A PLAN OF ACTION.  UNESCO AND UNICEF ARE SUPPORTING THE SADC TO DEVELOP EMIS.  UNICEF & UNESCO ARE SUPPORTING THE AUC IN THE ESTABLISHMENT OF EDUCATION OBSERVATORY

8 CURRENT JOINT EFFORTS  JOINT SUPPORT BY WHO, UNAIDS AND UNICEF TO THE AUC IN SCALING UP UNIVERSAL ACCESS TO HIV/AIDS, TB AND MALARIA SERVICES BY 2010, CULMINATING IN PROGRESS REPORTS ON THE THREE DISEASES.  JOINT SUPPORT BY UNICEF, WFP, FAO AND WHO TOWARDS HARMONISATION OF NUTRITION STRATEGIES, AND OPERATIONALISATION OF THE AFRICA REGIONAL NUTRITION STRATEGY (ARNS).

9 CHALLENGES  MAINTAINING REGULAR PARTICIPATION IN SUB-CLUSTER MEETINGS & PROVIDING INPUTS  JOINT PROGRAMMING & RESOURCE MOBILIZATION  INADEQUATE INFORMATION EXCHANGE  INADEQUEATE HARMONIZATION & COORDINATION RESULTING IN DUPLICATION OF EFFORTS AND COMPARTMENTALIZING CROSS- CUTTING ISSUES

10 LESSONS LEARNT  COORDINATION AND HARMONIZATION OF PARTNERSHIPS PROMOTED THROUGH INTER-AGENCY FORUMS, STRENGTHENS COMMON POSITIONS AS WAS THE CASE IN THE COMMON POSITION TO THE UNGASS ON HIV/AIDS.  THE WILL TO DEMONSTRATE JOINT ACTION, INCREASED THE LEVEL OF COORDINATION AND THRIVING FOR RESULTS.  INADEQUTE CLARITY OF ROLES OF ‘PARTICIPATING AGENCIES’ COUPLED WITH TIME CONSTRAINTS CONTRIBTES TO LIMITED FOLLOW-UP OF AGREED UPON ACTIONS AND/ OR NON-INVOLVEMENT IN SUB-CLUSTER WORKS.  IF PLANNED ACTIVITIES DO NOT CORRESPOND TO THE AVAILABILITY OF REQUIRED CAPACITY AND RESOURCES, THEIR EXECUTION WILL BE NEGATIVELY AFFECTED.  INADEQUTE HARMONIZATION OF ACTIVITIES CREATES OVERLAP AND INHIBITES OPTIMIZATION OF OUTPUTS.

11 RECOMMENDATIONS  RE-ALIGN YOUTH & GENDER SUB-CLUSTER WITH AU STRUCTURES SO AS YOUTH FALLS UNDER HRST AND FORMS YOUTH & EDUCATION SUB-CLUSTER. SUBSEQUENTLY RCM SHOULD EXAMINE WHETHER TO HAVE “GENDER” AS A STAND- ALONG SUB-CLUSTER OR AS A THEME WHICH SHOULD AUTOMATICALLY BE MAINSTREAMED IN ALL CLUSTERS.  RCM MAY WISH TO RECONSIDER THE ISSUE OF MULTIPLE MEMBERSHIP IN THEMATIC AREAS OR ADVICE ON A MECHANISM THAT WILL ENSURE ACCOUNTABILITY FOR DELIVERY.  THERE ARE OVER 16 POLICY & STRATEGY INSTRUMENTS SUPPORTED BY THE UN SYSTEM ENDORSED AT THE HIGHEST LEVEL OF AFRICA’S POLITICAL LEADERSHIP. RCM SHOULD ADVISE HOW THESE INSTRUMENTS WILL BE IMPLEMENTED AT SUB-REGIONAL AND COUNTRY LEVELS.
