3 IMPORTANT ISSUES CAPACITY BUILDING  114 Training Programmes were conducted by NIRD during the year 2010- 11 (Extended upto 31/03/2012). 3990 RD and PRI functionaries were trained  35 Training programmes for 1225 participants were sanctioned to SIRD, Assam for training PRI and RD functionaries, during the year 2009-10  Only 18 Training programmes covering 745 participants were conducted. Latest Progress Report still awaited  Proposal to hold 120 Training Programmes to train 1050 functionaries in NIRD during the year 2012-13  States /DRDAs may devise their own training programmes as per their local needs

4 On-line Management On-line monitoring mechanism to upload Monthly Progress Report by DRDAs AWAASSoft: Launched Web-based local language MIS Programme-AWAASSoft on 16/07/2010 To capture beneficiary-wise data Accessible to stakeholders, beneficiaries and citizens at large Empowerment of beneficiary - can check selection, fund transfer, status of complaint Tool for management-Generate all reports, fund released, progress in construction of houses and tracks convergence of all benefits. All State/UTs were imparted IAY-MIS training in 2010 in New Delhi. State Govts. were requested to conduct further training programmes for line dept., PRIs functionaries and DRDAs. From 2012-13, second installment under IAY will be released based on the expenditure figures in AWAASSoft

5 More efforts to be made by States/UTs to converge IAY with other prevalent schemes/programmes Total Sanitation Campaign Programme For providing Government funds for construction of Sanitary Latrines in IAY houses and creating awareness about need for sanitation & safe drinking water Ministry of Power (RGGVY) for providing one free electricity connection to all IAY beneficiaries Self-help Groups & NRLM For extending internal loans for eligible IAY beneficiaries for construction of houses & help members access loan for houses from financial institutions Ministry of Health For covering IAY beneficiaries under insurance schemes meant for health / maternity / life benefits Convergence of IAY

6 Other Issues in Implementation of IAY  Creation of State Fund  Demand is much higher than can be met by the IAY budget  Unit assistance under IAY is limited & needs to be supplemented to construct a good quality house  Scope of IAY does not extend to development of planned & sustainable habitats  Saturation of eligible beneficiaries (SC/ST, Minorities, others) in many districts.

7 Other Issues in Implementation of IAY  Many districts do not achieve disability (3%) and minority (15%) targets.  AP, Karnataka, Tamil Nadu and Gujarat and few other states have taken up large scale coverage and Tamil Nadu, Gujarat Kerala etc. have also supplemented unit assistance

8  Relaxation of guidelines for IAP districts Rs. 48,500 for 78 Left Wing Extremist districts. (From April, 2012 18 districts namely East Godavari, Karim Nagar, Srikakulam, Vishakhapatanam, Vizianagaram, Warangal in Andhra Pradesh State, Bhaabhua, Munger in Bihar, Giridih, Ranchi, Khunti in Jharkhand, Ganjam, Jaipur, Nayagarh in Orissa, Chandauli, Mirzapur in Uttar Pradesh and Bankura, Purulia in West Bengal State were included in the list of IAP districts) Construction of IAY houses by district administration allowed for the disabled, widows and old-age beneficiaries who are willing to get houses their constructed by them. Adoption of saturation and cluster approach with village as a project unit for integrated habitat development including IAY house, drinking water supply and sanitation Rs.300 per house allowed to be utilized towards monitoring, technical support and maintenance of IAY-MIS in IAP districts New Initiatives

9 Knowledge Network Setting up a web-based ‘Knowledge Network’ for building updatable repository of knowledge in the rural housing sector showcasing best practices and case studies of RH from various states in terms of technologies used, materials employed, sustainability and cost effectiveness. The agreement has been signed with IIT, Delhi in 2011. The conceptualization of content, design & target groups have been identified. On field research and case studies have been started by IIT, Delhi. The recent workshop was held in Kerala on 1-2 March, 2012 and next workshop is scheduled to be held on 11-12 July, 2012 at IIT, Delhi. Resource Centre Setting up a Resource Centre for handling technical, financial & Research needs for rural housing habitats. An agency namely, Feedback Ventures has submitted final RFP for circulation calling for bids from eligible agencies New Initiatives

Utilization of funds out of Total Available Funds is 52% Out of 38 districts, 23 districts have reported less than 90% physical achievement 15.25 lakh houses are incomplete, out of which 3.78 lakh houses sanctioned before 2010- 11 and 11.47 lakh during 2010-11 & 2011-12 Out of the central allocation of Rs. 2501.95 Cr., State did not avail Rs. 325.04 crore Against the due State Share of Rs. 725.64 crore, State has released only Rs. 396.67 crore Rs. 2483.68 crore lying unspent with all DRDAs Non settlement of accounts of fund released under special packages i.e. Kalazar-I&II, during 2006-07 & 2008-09, 5% during 2008-09, Naxal during 2009-10 respectively Non compliance of conditions imposed while releasing 2 nd installment to Arwal, Begusarai, Banka, Bhojpur, East Champaran, Gopalganj, Kishanganj, Lakhisarai, Madhepura, Munger, Rohtas, Saran and Vaishali districts As per MPR 9.86 lakh houses sanctioned whereas no entry has been made in the MIS Coverage of SC/ST is 38.39%, of minority is 16.50% and of Physically Handicapped is 1.40% 1.88% of IAY houses have got sanitary toilets during the year 2011-12 BIHAR

14 Physical progress is 99.94% Utilization of funds out of Total Available Funds is 94.55% Out of 21 districts, 3 districts namely Sonipat, Kurukshetra and Palwal have reported less than 90% physical achivement 4390 houses are incomplete, out of which 506 houses sanctioned before 2010- 11 and 3884 during 2010-11 & 2011-12 Against the due State Share of Rs. 20.15 crore, State has released Rs. 12.72 crore Rs. 4.71 crore lying unspent with DRDAs Non compliance of conditions imposed while releasing 2 nd installment to Ambala, Mewat, Yamunanagar districts As per MPR 19057 houses sanctioned while in MIS entries made of only 3160. Coverage of SC/ST is 52.71%, of minority is 14.16% and of Physically Handicapped is 2.08% 99.95% of IAY houses have got sanitary toilets during the year 2011-12 HARYANA

15 Physical progress is 106% Utilization of funds out of Total Available Funds is 87.67% 367 houses are incomplete, out of which 54 houses sanctioned before 2010-11 and 313 during 2010-11 & 2011-12 Against the due State Share of Rs. 7.06 crore, State has released Rs. 4.52 crore Rs. 3.89 crore lying unspent with DRDAs Non compliance of conditions imposed while releasing 2 nd installment to Bilaspur, Chamba, Hamirpur, Kullu, Lahul & Spiti and Una districts As per MPR 5676 houses sanctioned while in MIS entries made of only 502 Coverage of SC/ST is 57.49%, of minority is 3.52% and of Physically Handicapped is 1.74% 99.22% of IAY houses have got sanitary toilets during the year 2011-12 HIMACHAL PRADESH

16 Physical progress is 41.32% Utilization of funds out of Total Available Funds is 26.87 % 6433 houses are incomplete, which are sanctioned during 2010-11 & 2011-12 Out of the total Central allocation of Rs. 63.94 crore, State did not avail Rs. 5.64 crore Against the due State Share of Rs. 19.436 crore, State has released only Rs. 3.77 crore Out of 22 districts, only 9 Districts are reporting online MPR namely Kathua, Samba, Rajouri, Jammu, Kulgam, Ganderbal, Anantnag, Bandipora & Kargil districts. Out of which Kathua, Samba, Rajouri & Jammu districts reported less than 90% of physical achievement Rs. 63.29 crore lying unspent with DRDAs Non compliance of conditions imposed while releasing 2 nd installment to Anantnag, Baramulla, Bandipora, Budgam, Ganderbal, Jammu, Kargil, Kishtwar, Kupwara, Rajouri, Reasi and Srinagar districts As per MPR 10801 houses sanctioned but no entry made in the MIS. Under special package (Border) 1 st installment has been released to Jammu, Kathua and Poonch districts during 2008-09 but districts have not availed 2 nd installment due to non settlement of account C&AG Para -11.3 of 2003 is pending for settlement Coverage of SC/ST is 48.29%, of minority is 1.99% and of Physically Handicapped is 0.38% Data not uploaded about construction of sanitary toilets during the year 2011-12 JAMMU & KASHMIR

Out of the Central allocation of Rs. 223.16 crore, State did not avail Rs. 5 crore Against the due State Share of Rs. 72.72 crore, State has released only Rs 40.95 crore Districts Garhwa, Godda, & Ranchi not reporting Progress. 2 Districts are below 60% Rs. 242.80 crore lying unspent with DRDAs Non settlement of accounts of fund released under special packages i.e. Naxal & PTG during 2009-10 Non compliance of conditions imposed while releasing 2 nd installment to Bokaro, Chatra, Dhanbad, Dumka, Garhwa, Giridih, Gumla, Hazaribagh, Koderma, Latehar, Pakur, Palamau, Ranchi, Saraikela and West Singhbhum districts As per MPR 57892 houses sanctioned while in the MIS data uploaded of only three No progress has been reported about Rs.10.91 crore released during 2011-12 as incentive for additional target 6000 Houses Coverage of SC/ST is 62.35%, of minority is 12.94% and of Physically Handicapped is 1.59% 1.42% of IAY houses have got sanitary toilets during the year 2011-12 JHARKHAND

18 Physical progress is 27.87% Utilization of funds out of Total Available Funds is 34% 1.07 lakh houses are incomplete, out of which 45540 houses sanctioned before 2010-11 and 613988 during 2010-11 & 2011-12 Out of the Central allocation of Rs. 326.57 crore, State did not avail Rs. 27.61 crore Physical Achievement of all districts below 90% Rs. 581.38 crore lying unspent with DRDAs Non settlement of accounts of fund released under 5% (Natural Calamity) during 2008-09 and 2009-10 Non compliance of conditions imposed while releasing 2 nd installment to Bagalkot, Bangalore, Bellary, Bijapur, Chikkaballapura, Chickmangalore, Chitradurga, Dharwad, Gadag, Gulbarga, Hassan, Haveri, Kolar, Koppal, Raichur, Ramanagara, Shimoga, Udupi and Uttara Kannada As per MPR 174412 houses sanctioned while in the MIS data uploaded of only one No progress has been reported about Rs. 54.00 crore released during 2009-10 and Rs. 60.82 crore during 2010-11 for purchase of Homesites and Rs. 53.67 crore during 2010-11 as incentive for additional target Coverage of SC/ST is 57.70%, of minority is 13.93% and of Physically Handicapped is 3.59% Data not uploaded about construction of sanitary toilets during the year 2011-12 KARNATAKA
