3 Status of Fund Utilisation There has been improvement in the fund utilisation Good progress under stream II Delay in release of funds by states is a continuing concern Revalidation of 2007-08 Funds Election code of conduct affected progress in some states Over ambitious projects – needing relook Fund release not coinciding with crop season

5 Some observations on RKVY proposals 2007-08. Substantial proportion of schemes for agri. related infrastructure/ facilities. Results may be seen in long term Pilot phase of productivity enhancement schemes scaled up to some extent – direct results Very small proportion of projects for value addition Funds released shown as utilised While Fisheries & AH have shown good progress in some states, agril. sector is showing slow progress in most states

6 Some observations on RKVY proposals.. Contd. Progress in integrating the already approved projects into C-DAP Proportion of projects emanating from C-DAP is improving DPC is not in place in many states Seed production projects have shown encouraging results

8 CONCERNS IN C-DAP Participatory exercise is seen only in a few states Some states/ UTs believe consultations with HoDs at the state is enough Approval by a district committee/ state task force is seen enough – DPC approval is not seen mandatory Other related/ relevant plans are not consulted eg. NREGS, NHM, NFSM

11 CONVERGENCE: SOME CONSTRAINTS Inter-departmental consultation is rare Reluctance of Sectoral Depts. to commit funds for projects from other plans Intention to effect convergence at state level once C-DAPs are ready Convergence is replacing/ substituting the programmes eg. Farm ponds under IWDP Fear of losing control over resources Differences in norms of subsidy/ target groups and accounting

Competing demands from various departments for RKVY funds without dovetailing Committed funds flow is not known (or unwilling to be provided by Dept) to decide convergence Acceptance Problem: Is convergence necessary or feasible? How do we monitor? Plans for various programmes eg. NREGS, NHM, NFSM, ATMA etc. are not available simultaneously Lack of Empowered authority to co-ordinate and facilitate convergence at district level

15 A NOTE OF CAUTION Ambitious projects – targets unachievable, Approved projects need to be relooked Agri clinic: High Investment. Viability is a question unless ‘service addition’ is planned – need for slow approach Farm Ponds: Location and utility needs to be carefully planned Duplication and too many structures may lead to wasteful expenditure. Asset records and phased progress are needed Credit linked project may suffer progress – a relook at strategies are needed Inadequate staff in all RKVY related departments
