4. 第3页第3页 Look Back INIS 40 years ago, due to the use of atomic bomb during the Second World War, many countries had the strong desire to research nuclear and use nuclear technology for their war and civil purpose. So information exchange became the major question, countries wanted to get the information on nuclear science and technology from other countries. Based on the requirement above, experts from different countries met together to explore a mechanism to achieve the goal. This is the reason of INIS birth.

From the process of INIS establishment, we find it is a long way from putting forward idea to the establishment, the members is 25 at the beginning of INIS and it is 147 now, the number of INIS data is more than three million. So INIS should become the leading store of nuclear information and knowledge, and provide One-Stop-Shop service, for the R & D of nuclear technology. To achieve this goal, I suggest that INIS should be enhanced in some areas, such as:

17. 第 15 页 Suggestions for INIS Future Enlarge the rate of full text: Most of INIS users need to get the full text once they find some interested information from the bibliographic data as soon as possible. The rate of full text collection is not high now, about 10%. This is the defect of INIS. So INIS should enlarge the rate of full text as possible as it can, not only the NCL, but also the journals and books.

18. 第 16 页 Suggestions for INIS Future Add the literature collecting types: Patent literature and standard literature are two of the most important literature types; they are main literature types which should be included in INIS. INIS Secretariat may discuss with different patent authorities, for example the European Patent Office, to explore the cooperation possibility.

19. 第 17 页 Suggestions for INIS Future Provide more effective service: Subject indexing and subject classification are two aspects of spending lots of time in the procedure of INIS input, but the effect of indexing and classification couldn’t be used fully because most of users are not information experts, so they don’t know thesaurus, don’t know classification scheme. I think thesaurus literature processing method is good, the problem is how to make thesaurus link with INIS retrieval system and make it call thesaurus automatically when user search INIS database.
