2   The North should treat the South as “brothers,” all equal. WWGD.  The South should pay off all the war debt (raise taxes maybe).  Diplomatically – be a good sport.  The South should have Congressman – but not as many as before.  Keep Congress the same as before the war.  No southern congressmen.  Slavery ends immediately, all men are equal.  Create programs to help slaves get on their feet.  North can help rebuild the South.  The Union should not help rebuild the South.  Stricter laws/restrictions for the South.  Same laws in North and South.  Allow some slavery to exist in agricultural based states.  Reduce amounts of currency to one. First period: How should the Union deal with allowing the South back into the US? Focus on slavery, politics, and money.
