1 Early Market Briefing Proposed tender for the Australia-Timor-Leste Partnership for Human Development (ATLPHD) 14 September 2015, Dili

2 Concept Will deliver Australia’s future assistance to support human development from July 2016 to June 2021 Covers health, water, education, nutrition, social protection, gender and disability in one program.

3 Why one program and contract? Development benefits – incentive to manage for outcomes across the sectors Value for money – with a smaller aid budget a single program with shared corporate overheads is more efficient, and leaves more funds for activities Flexibility- allows funds to be moved between sectors

4 Value Up to $120 million over five years- subject to annual Australian Government Budget Between AUD$17million -$25 million each year Many sector activities are already programmed – effective existing activities in these portfolios may move over to be managed under this new contract

5 Pillars Pillar 1 - Health (approximately A$8.5 million each year) Goal - Improving maternal and young children’s health Pillar 2 - Water (approximately A$3.5 million each year) Goal - Improving access to water Pillar 3 - Education (approximately A$3 million each year) Goal - Improving literacy and numeracy Pillar 4 - Nutrition, social protection, disability and gender equality (approximately A$2 million each year).

6 Consultation with GoTL Embassy staff are currently discussing sector priorities with relevant Ministries – We expect existing focus and activities will mostly stay the same as the 2015-16 year – The education program is evolving and will involve new activities We expect these consultations with GoTL to be complete in October

7 Governance structures We expect the program will be governed at the pillar level, using existing GoTL mechanisms- we won’t be creating a donor steering committee for this program We expect that Annual Bilateral discussions will set the strategic priorities for the program

8 Monitoring and evaluation A decision will be made during the design process about whether the monitoring and/or evaluation of these programs will be delivered by the Human Development contractor or through a separate, independent monitoring and evaluation contract that could work across the bilateral program.

9 The managing contractor (or consortium) will be accountable for the following functions: Analysis across each pillar and the whole program to provide strategic advice to the Governments of Australia and Timor-Leste on how to deliver the program’s goals Annual planning, monitoring and reporting on activity implementation and progress towards program and pillar goals, including identification of cross-sector programming opportunities and results Implementation of agreed programs in health, water, education, nutrition, social protection, gender and disability Corporate services, including but not limited to, recruitment and management of human resources, grant and activity management, finance, logistics, fleet management, audit, information technology, public affairs, provision of technical advisers, systems to manage risk and implement safeguards Support to the governance mechanisms (as required).

10 Indicative Timeline Early market briefing- 14 September 2015 Completion of detailed design in consultation with the Government of Timor-Leste - October 2015 Design and tender released to the market, and industry briefing- December 2015 Tender assessment and contract agreed - January to April 2016 Contractor mobilised and handover from existing contractors of continuing activities - mid June to 31 July 2016 Program commences - by 1 July 2016

11 Existing contractors and novation Besik ends 30 June 2016 PLSF is planned to end 31 July This will allow for a staggered handover to the successful contractor We expect that existing grants and personnel contracts that extend beyond the period of existing contracts will novate to the new contractor- subject to performance and budget. Based on a criteria, some critical personnel may also novate across- this will be set out in the design document after agreed with GoTL

12 Questions on the concept for the market From your experience what are the key implementation issues that need to be addressed in the Investment design to ensure that the program is effective and efficient? To what degree should the design outline ‘how’ the contractor should operate including specifying required personnel? Alternatively, should the tender map out principles and objectives and request that each bidder address ‘how the program is delivered’ as part of the tender process? During the design process, DFAT will decide if monitoring and evaluation (M&E) will be delivered by the human development contract, or by a separate independent M&E contract that works across the whole DFAT Timor-Leste program. If DFAT decides on the latter approach, what are the minimal M&E functions that you think the ATLPHD contractor would need to retain?

13 Do you foresee any issues that may prevent your organisation from tendering for this program? If so, please outline what issues would need to be addressed in the design and tender documentation that would enable your organisation to bid if you are interested in doing so. If your organisation is shortlisted and your team is required to be interviewed as part of the technical assessment process, which location (Dili, Canberra or Darwin) is the most cost effective option for your organisation?
