4 doc.: IEEE 802.15- 05-0097-00-001b Submission March 2004 Tom Siep, TMS Assoicates, LLCSlide 4 Bluetooth SIG Concerns The SIG loses control of its own technology, perhaps to competing technologies –The SIG has a unique relationship with the IEEE that currently allows it to maintain this control –ANSWER: Hybrid organization, defined later in this presentation IPR Pool “Pollution” –IPR Pool guarantees no member will use another member over IPR maters concerning essential IPR –ANSWER: IEEE involvement does not significantly enhance risk because Area to be worked is pre-defined by SIG Other companies are working in Short Distance Wireless that pose a risk to this, independent of where the work goes on Change in confidentiality agreements –Bylaws of SIG must change to accommodate the new relationship –ANSWER: the additional value the IEEE brings to the quality of the spec make the change worthwhile.

5 doc.: IEEE 802.15- 05-0097-00-001b Submission March 2004 Tom Siep, TMS Assoicates, LLCSlide 5 The Cost of Failure For the IEEE –Lose participation of the most successful short distance wireless technology –(More) Bad press for IEEE 802 if/when spilt becomes public –Lose the possibility of other 802.15 groups using Bluetooth higher layers (profiles) For the Bluetooth SIG –Lose status of having an international standard (Current standard will be withdrawn) –Lose inclusion in Coexistence Assurance studies (Bluetooth is no longer a mandatory coexistence analysis component) –Lose ready access to other PHYs (such as UWB) –Lose the peer review that IEEE has provided in the past (More than 2000 edits made to Bluetooth Spec as a result of IEEE review) –Bad press for “Bluetooth SIG abandons standardization”

6 doc.: IEEE 802.15- 05-0097-00-001b Submission March 2004 Tom Siep, TMS Assoicates, LLCSlide 6 Proposal to Go Forward: Hybrid Organization Formulate 802.15.1b to include an “expert group”, the Bluetooth Core Improvement WG (Formally Radio Improvements Group) 15.1b will have meetings –At all Plenary 802 meetings –Ad Hoc meetings primarily in European venues in lieu of Interims Work items will initiate with internal SIG study groups –Same way SIG currently does work –External visibility not required When work items are defined PAR process in IEEE 802.15 begins –All 802.15.1b meetings are open to everyone –No changes is scope is allowed without both PAR and SIG agreement –Both organizations review work of hybrid committee and go through their approval cycles as they currently do When work is completed on the Draft: –Sponsor Ballot and Bluetooth SIG adoption occur in parallel –Changes required by Sponsor Ballot will be entered as Errata in Bluetooth system When Standard is complete –Bluetooth SIG retains certification and logo rights –Bluetooth SIG may “pick and choose” portions of Standard to adopt (just like WiFi) –Bluetooth SIG may add or subtract requirements (just like WiFi)
