LEADERSHIP TRAINING WORKSHOP – R10 MEETING 2007 Flexible but accountable financial system Multiple bank account system – nearly every chapter and conference committee has its own checking bank account for optimal flexibility and efficiency Opening and closing of bank accounts have to be authorized by Section Ex-co Each account to have at least three authorized signatories and every check issued to be signed by at least two signatories. All monthly bank statements sent to Section Treasurer. Smooth and timely preparation of L51 consolidated financial report. Section has been receiving Timeliness Bonus every year since 2003. Comprehensive audits of 2003 and 2005 accounts by IEEE Audit Dept verified Singapore Section financial system to be 100% compliant with IEEE Financial Policies.

LEADERSHIP TRAINING WORKSHOP – R10 MEETING 2007 Effective Electronic Communications Effective communication with our volunteers and members has been one of our major goals. The IEEE email alias sec.singapore@ieee.org has been used as official email address for the Section Secretariat.sec.singapore@ieee.org For mass email broadcast to all Section members, the IEEE e-Notice service has been utilized regularly, going out once every two weeks with news on activities and events organized by the Section and its Chapters. To provide more detailed coverage on our activities, we have been publishing quarterly electronic newsletters. These are available as PDF files for download from the Section’s web-site. The web site has been revamped frequently to improve its visual impact. Updating of content handled directly by Section Secretariat.

LEADERSHIP TRAINING WORKSHOP – R10 MEETING 2007 Efficient Administrative Support Since the late 1980’s, Singapore Section has its own secretariat to better serve its members and certain volunteer activities. An efficient secretariat service is indispensable for a large section. Maintaining secretariat service is not easy in Singapore because of high rentals and manpower costs. Singapore Section has changed its secretariat service provider several times as part of its effort to secure higher quality secretariat service to its members at a lower cost. In the current arrangement, the Singapore Section Secretariat Service has been contracted to Institute of Engineers Singapore (IES) at an affordable cost, to capitalize on the MOU between IEEE and IES.

LEADERSHIP TRAINING WORKSHOP – R10 MEETING 2007 Awards and Recognition of Volunteers Important to ensure volunteers’ efforts are recognized to keep morale up. Annual appreciation dinner for volunteers organized as part of Annual General Meeting. Certificates and tokens of appreciation are given out in the AGM. The Best Chapter Award of Singapore Section: given to the Chapter with the best performance of the year in terms of quantity and quality of activities organized The Outstanding Volunteer Award of Singapore Section: recognizes an individual who has made an impact in terms of leadership and organizing contributions as an office-bearer at the Section or Chapter level. Section Ex-co also nominates its outstanding volunteers for external awards.

LEADERSHIP TRAINING WORKSHOP – R10 MEETING 2007 Membership Development There has been a slow decline in full membership in IEEE world-wide and unfortunately the Singapore Section is not spared from this trend. A sub-committee for Membership Development has thus been established to work closely with the Affinity Groups to attract more recent graduates and women engineers to join the IEEE in Singapore. It also mounted recruitment drives at social and educational events. The Section has very active drive to encourage qualified members to be promoted to Senior Members, with at least 35 new senior members in 2005. The Section received R10 Membership Development Incentive Award for this. To recruit more student members, more student branches are expected to be created in near future. The possibility of student branches at our polytechnics may also be looked into.

LEADERSHIP TRAINING WORKSHOP – R10 MEETING 2007 Quantity & quality of technical activities(1) Organizing and co-sponsoring technical conferences has been one of the major technical activities of the Section and its Chapters. Besides the obvious advantage and prestige of bringing technology experts from all over the world to Singapore to participate in technical presentations, the conferences also generate surplus revenue which helps to finance the high level of other activities organized by the Chapters. LEADERSHIP TRAINING WORKSHOP – R10 MEETING 2007 Quantity & quality of technical activities(2) 20 out of the 22 Chapters in existence in 2005 have qualified for the Chapter Rebate of US$200. The GOLD and WIE also qualified for the Affinity Group Rebate of US$200. 15 Chapters have also qualified for Activity Bonus of US$75, for reporting 6 or more meetings of a technical, professional or educational nature. A total of 243 meetings/activities were reported for 2005. Many Chapters have also received awards and commendations from their Societies for various outstanding performances.
